Hampton VA __________________________________________________________________ Call to Order: CEARC Chairperson Shawn O’Keefe called the meeting to order at 6:35 pm Roll Call: Latiesha Handie, CUC Executive Director Action Items Item 1: Review and Approval of Meeting Minutes-May 15, 2018  Vice Chairperson Shannon Freeman made a motion to approve the minutes; motion seconded by Commissioner Jim Williams. Minutes approved by vote of commissioners.  The meeting minutes were approved, with no corrections.  Meeting agendas and approved meeting minutes are now available online at www.hampton.gov/unity. Old Business  There was no old business to address for this agenda. New Business Item 1: Vacancy and New appointment updates  Following the roll call, Latiesha Handie announced her promotion to Executive Director and introduced the newly hired CUC Program Coordinator, Erica Knight.  Before the announcement of vacancies, Chairperson Shawn O’Keefe opened the floor to welcome newly appointed Commissioners Will Moffett and Michelle Riddick Hamilton, 1  following the introduction of Councilwoman Chris Snead, who was appointed as the council liaison for the commission.  CEARC currently has one vacancy in result of an involuntary resignation of Commissioner Larry Enscore. Mr. Enscore neglected to meet the attendance and participation guidelines provided in the CEARC By-laws, thus being declared by council to have failed to fulfill the commitment of the commission.  For the current vacancy, the applications in the Board Bank are under consideration; a recommendation will be submitted for the December 2018 Council meeting. Item 2: CEARC Success Pack Overview  CUC Executive Director Latiesha Handie reviewed the content found in the CEARC Success Packets for the commission. Each Commissioner received the following handout information: o A summary of the Stages of Involvement & Engagement o CEARC By-laws o Commissioner & Staff Contact Information o CEARC Training Roadmap o Hampton Diversity College information o Commissioner & Diversity College Calendar  Commissioners who were absent from the retreat received the associated packet materials via mail. Training Session Handling Vicarious Trauma & Overview of Mental Health and in our community  Based on the commission’s recommendation, Commissioner Alice Callahan facilitated during the retreat on vicarious trauma and Mental Health and our Community.  Alice led the conversation by exploring the emotional impacts of assisting survivors of trauma-related events and how indirect contact with such tragedies can begin to affect helpers psychologically and physically. She followed up with suggested strategies on how to avoid burnout and to form coping skills.  In understanding the way society views mental health in the community, Alice opened the floor to discuss individual narratives and experiences with mental health and posed a question in how to change the way one views and thinks about Mental Health in the community. Shoot Don’t Shoot  Following the vicarious trauma and mental health in our community training, Corporal Wilson from the Hampton Police Department facilitated a modified crisis simulation training for participants to observe the use of force continuum, decision making during incidents and police responses.  During the Use of Force Training Commissioners received the following information: o Laws that govern police use of force o Various Types of Force and how they differ o Tools carried by officers and the standards in which those tools can be used o Use of Force Simulation o Questions/Comments  During this training, commissioners expressed an interest in participate in a subsequent hands on training at the HPD shooting range. 2   Latiesha stated that she would follow up on the training request process and discuss plausible dates. Announcements 1. Latiesha Handie, Executive Director, announced the commission would have its next meeting on November 20, 2018, 6:30 pm – 8:30 pm, Ruppert Sargeant Building to address gun violence in our community. 2. Commissioner Rev. Simeon Green III shared information relative to upcoming events being hosted at his church. 3. Call meetings: In the event that a crisis or other significant incident occurs a special call meeting will be scheduled by the City Manager or the CUC Executive Director.
