PENINSULA STADIUM AUTHORITY Minutes October 1st, 2018
The meeting was called to order by Jim Wilson, Chair. Others in attendance
included: Wayne Gomes, Pat Uribes, Frank Feagan, Lola Perkins, Brenda Stokes,
Sallie Marchello, Randy Price and Linda Williams from the Board. Hampton City
Mayor, Donnie Tuck. Henry Morgan with Community Baseball.
Meeting minutes from August 20th were approved by Pat and seconded by
Brenda.
No change in Treasurers report. Expecting reimbursement from the City for
the Stadium Insurance paid in July.
Updates:
Drainline-Storm sewer pipe was terminated approximately 60 ft short of the
original designed location to avoid possible collapse of the Bull Pen and other
structures due to poor soils encountered. Additional manhole will be added in
the next 3 weeks.
Parking lot-Pembroke Construction is installing the DVP lighting conduits in the
South Lot and will be finished by the end of this week. Basic Construction Co. will
be on-site early next week to do prep work and proof roll of South Lot followed by
pavement. They will then move to the North Lot to prep and proof roll. Once
the manhole has been installed the lot will then be paved. Paving PO for Basic
Construction is $265,284.10. As we discussed at our Aug. 20th meeting,
AECOM was able to find a few more spaces in the South Lot. Parking space
count is 334. Spaces are 9' x 20'.
Parking Lot Lights-Installation is expected to be in November. PO for Dominion
Energy is $46,559.19 for lights and poles.
Entrance Pavilion-Re-bidding of Pavilion was awarded to Ritchie-Curbow for
$2,160,846.00. Contracts are being executed. Pre-construction meeting will
be held at the Stadium once contract execution process is complete. Contract
performance period is 8 months.
Beam work-Project was awarded to Manolis Painting Co. for $275,000.00.

Stadium once contract execution process is complete. We will be working with
and coordinating with Henry and Hank. Contract performance period is 3
months.
Safety Concerns with parking-A meeting was held to discuss the safety issues with
the parking on Pembroke Ave. A sub-committee is going to be formed
consisting of City Officials and some Stadium Authority members. There will be
no parking on Pembroke Ave. The Committee will be discussing other areas to
park vehicles and possibly shuttling fans to the park.
Current budget is at $101,000.00. Jim wanted the Committee to think about
how the funds would be spent. Jim asked for the Committee's input
regarding the Beam work. At one time, the Peninsula Pilots had requested that
the boards in the back of the Stadium seating be removed and possibly be
replaced with piping and chain link fence. There are also boards on the ends of
the 1st and 3rd base sides that we have not addressed yet. Does the Committee
want to put the same boards back up, or replace with something else? Frank
motioned that we keep the same boards and have them put back up. Randy
seconded the motion. Frank also recommended that the City review the
contract to have the boards removed and replaced for no additional cost by the
Contractor. Another expense/cost to keep in mind is the cost associated with
the Public Safety issue.
The budget that was just submitted, by Jim, for the coming year had a budget
request of $99,000.00 plus an additional $60,000.00 to help us accurately prepare
for future projects. Such as, architecural drawings, engineers and construction
specifications for the ADA Ramps on the 1st and 3rd base sides, the construction
of the new ADA Restroom building. We also need to address the area behind the
stand to be redesigned with proper utilities, drainage, to resurface and improve
the walkway from the 1st and 3rd base side behind the stands as well as replace
the Outfield Wall. Jim will work with Hudson Associates to get a cost for the
Ramps and Seating.
Henry would like to see the Outfield Wall replaced in segments if needed, and
also replacing the seating on the 1st eight or nine rows that are exposed to the
elements.
Directional Signs-Randy has submitted a list of 13 locations to Traffic Engineering
but has not heard back from them.
Stadium Authority Shirts-still waiting for the design to come in, then we can get a
count of how many shirts to order.
Henry gave us an update on the Pilots season and statistics for the area in regards
to Conventions and Tourism for the Hampton Roads area. The sports tourism
was up 3.1% for the Hampton Roads area consisting of 16 governmental
cities/counties. Hampton lead all 16 areas with 5.1%.
