SUBJECT: Citizens Police Advisory Group Meeting – 6:00pm
held at HPD’s Townsend Community Rm, 5th Fl.
MEMBERS & HPD PERSONNEL PRESENT:

OPENING:
• Chairman, Robert Boester, opened the meeting.
• Minutes from the June 13, 2019 meeting – Chairman Boester asked for a motion
to approve the minutes.
o Motion made from the floor and seconded.
o All approved.
o Minutes from the June 13, 2019 meeting were approved.
DISCUSSION:
• Committee Vacancies
o There are several positions that need to be filled (Youth Rep and HU Rep).

o Some current positions will be expiring and one member has only attended
one meeting.
o Some positions are limited to the type of Seat being filled (i.e. NASA,
Langley AFB, HCS, etc.).
o Other Seats (i.e. Unity Commission, Neighborhood Commission, etc.) receive
nominations from their Committee to serve on this Board.
o Chairman asked Committee Members to submit recommendations; will
thereafter submitt in writing any Committee recommendations to City
Council for consideration.
• High Profile Cases
o Chief Sult discussed briefly the following cases:
Noah Tomlin – 2 yr. old missing child.
Buckroe Beach shooting
o One problem is the courts are reluctant to remove children from the homes;
however, the problem is that there is an assumption there is a home to take
them out of, and then the children are set up for failure; must have a system
in place to hold the courts more accountable.
o Neighborhood Commission has a growing concern with violent crime and in
their attempt to get HPD’s story out, they are unable to obtain information
especially when it involves juvenile(s).
• Peninsula Crime Summit
o Chief discussed the Peninsula Crime Summit held in June with federal,
state and local agencies; several CPAG members attended the afternoon
session.
Morning session was for Law Enforcement Executives.
Afternoon session was for community leaders to discuss the violent
crime problem so LE can get the community’s perspective.
o Everyone who attended came to the conclusion that all agencies have the
same priorities – Guns, Gangs and Drugs, and need to work collaboratively,
keeping the focus on these issues.
o HPD had a follow-up meeting with Newport News Police Department
(NNPD), FBI, U.S. Attorney, Commonwealth Attorney, State Police, etc. to
review next steps.

o U.S. Attorney was granted $75K to enhance the Project Safe
Neighborhoods program to identify top violent criminals and begin to track
their history of violations to get them off the streets.
o There is a model program in Roanoke and representatives are scheduled to
come to the Peninsula to brief us on how they run their program so we can
learn their best practices.
• Topics for next meeting – will look at reviewing additional policies.
• Tour of Police Training Academy commenced.
