Andre McCloud Bishop Lamont Moss Charles Powell MEMBERS ABSENT: Chief Terry Sult Jimmy Gray, Vice Mayor William Beach OPENING: • Chairman, Robert Boester, opened the meeting. • Minutes from the October 3, 2019 meeting – Chairman Boester asked for a motion to approve the minutes. o Motion made from the floor and seconded. o All approved. o Minutes from the October 3, 2019 meeting were approved. DISCUSSION: • Youth Representation - tabled for next meeting • CPAG Member’s Term – tabled for next meeting • Audio / Video Recordings – HPD Policy #1137 Page 1 of 2  Hampton Police Division Citizens Police Advisory Group Meeting – December 5, 2019 o First Sgt. Brylewski explained the body worn camera (BWC) system and how cameras are used, including the following:  How officers check the BWC in/out at shift change;  How the video from the BWC are uploaded at the end of shift change;  How BWC footage is linked to HPD’s Computer Aided Dispatch (CAD) systems.  Examples were provided by the Chairman when BWCs are used; several different scenarios also reviewed.  Discussed how the BWC records both automatically and manually; to include Supervisors’ review of video footage and retention of said video.  Reviewed how FOIA 1 requests are handled and when video information is redacted.  Discussed how media requests for video footage is handled. o After a thorough review of HPD Policy #1137, no changes were recommended.
