Gilliland, Angela Lee Leary, and Joseph H. Spencer, II Arrived following Roll Call: Ross A. Kearney, II, George E. Wallace, and Paige V. Washington, Jr. Mayor Ward called the meeting to order at 8:05 a.m. This meeting was the continuation of the meeting of Wednesday, March 24, 2010, which recessed during closed session. Councilman Kearney, Councilman Wallace and Councilman Washington were not present at roll call but arrived later during the meeting. The following staff was present for the meeting: Mary Bunting, City Manager; Cynthia Hudson, City Attorney; Katherine Glass, Clerk of Council; John Eagle, Assistant City Manager; James Gray, Acting Assistant City Manager; James A. "Pete" Peterson, Assistant City Manager; Karl Daughtrey, Director of Finance; Chris Snead, Budget Director; Dianne Foster, Special Assistant to the City Manager; and Diane Bohlman, Human Resources Director. Agenda Closed Meeting – Resumed from Recess of March 24, 2010 1. 10-0116 to consult with legal counsel regarding specific legal matters regarding the budget process and requiring the provision of legal advice by such counsel NO ACTION REQUIRED City of Hampton, VA Page 1 of 2 Printed on 4/22/2010 City Council Meeting Minutes . 10-0117 to discuss specific personnel decisions and changes proposed in the budget process NO ACTION REQUIRED Certification 2. 10-0115 Resolution Certifying Closed Session WHEREAS, the City Council of the City of Hampton, Virginia, has convened a closed session on this date pursuant to an affirmative recorded vote made in accordance with the provisions of the Virginia Freedom of Information Act; and WHEREAS, Section 2.2-3712D of the Code of Virginia requires a certification by the City Council of the City of Hampton, Virginia, that such closed meeting was conducted in conformity with Virginia Law; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia, hereby certifies that, to the best of each member’s knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the closed session to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the closed meeting were heard, discussed, or considered by the city council of the city of Hampton, Virginia.
