City of Hampton Electoral Board Meeting MINUTES JULY 26, 2016 10:14AM HAMPTON REGISTRAR’S OFFICE MEETING CALLED BY Matthew Scott NOTE TAKER Registrar Tara Morgan ATTENDEES Matthew Scott, William Lewis, Margaret Wilson REGISTRAR ANNUAL 10:15AM CLOSED SESSION PERFORMANCE REVIEW 10:42 OPEN SESSION DISCUSSION Posting meetings and minutes Board discussed the new law for posting minutes to voter registrar website Registrar is to email a copy of the draft minutes within a week of the last board meeting for board to approve. CONCLUSIONS Registrar will post minutes to website once the draft minutes are approved. VA SUPREME COURT RULING FOR RESTORATION OF ] RIGHTS The Electoral Board discussed the VA supreme court ruling regarding the Governor signing to restore voting rights DISCUSSION for felons. For uniformity with other offices, the Registrar’s office will wait to receive guidance from Elect before cancelling the CONCLUSIONS voters whose Rights were restored in a mass restoration by the Governor DISCUSSION The Electoral Board discussed the need to visit each precinct with ADA checklist to confirm all are in compliance. CONCLUSIONS Registrar will make list assigning precincts for Registrar and the Electoral Board to visit in August. The Electoral Board discussed voter outreach/voter drives and ADA training for Election officials and Disabled DISCUSSION voters Vice Chair is going to have staff from HU to contact the Registrar for possible dates for her office to speak to students to give them information regarding voter registration and Absentee Voting. Registrar is currently setting CONCLUSIONS up dates for voter ID outreach. Registrar will be attending a workshop for ExpressVote demonstration and Voter registration/absentee for elderly voters in September. Approving Ballots, ordering Ballots and handling in-person and by mail Absentee voting for the Presidential DISCUSSION Election Chair moved to approve Registrar to handle approval, ordering of ballots and handling Absentee Voting in person CONCLUSIONS and by mail for the Presidential Election. The Electoral Board discussed Dept of Elect’s annual training they all attended in June. All agreed the training was DISCUSSION very informative. 11:37AM Vice Chair moved for meeting to adjourn, was seconded by Secretary Next meeting is scheduled for September 6, 2016 @ 10:00am in Registrar’s office conference room
