1 AT A WORK SESSION OF THE WETLANDS BOARD OF THE CITY OF HAMPTON, VIRGINIA, 2 HELD IN THE HARDY CASH CONFERENCE ROOM, CITY HALL, 22 LINCOLN STREET, 3RD 3 FLOOR, AT 5: 00 P. M. ON TUESDAY, JULY 26, 2016 4 5 ITEM I. CALL TO ORDER 6 7 The meeting was called to order at 5: 00 p.m. by Chairman Wood. 8 9 ITEM II. ROLL CALL 10 11 Board Members present and seated were: Ms. Laura Burbage, Ms. Leigh Chapman, 12 Vice -Chairman Gayle Cozzens, Mr. Jeff Amick ( Alternate), Ms. Carole Garrison 13 Alternate), and Chairman William Wood. Mr. Troy Thompson and Dr. Arne Hasselquist 14 were absent. Also present were Ms. Veronica Meade, Deputy City Attorney, Mr. 15 Andrew Griffey, Wetlands Board Coordinator and Ms. Dorinda Weeks, Recording 16 Secretary. 17 18 ITEM III. CONSIDERATION OF MINUTES 19 20 Ms. Chapman proposed the following changes: 21 On page 1, line 38, of the June 28, 2016 minutes to read as follows: 22 We currently have a separate account for the In -Lieu Fee Fund and Structure 23 Encroachment Fee Fund. Civil Charges are not entered into a separate 24 account. They are combined with the In -Lieu Fee Fund. 25 On page 1, line 42, no indention or bullet on Beach and Dunes ordinance 26 On page 2, line 15, attach the opening statement document to the minutes. 27 On page 2, line 19, to read as follows: 28 will be presented in bullets on the screen that the Chairman or acting 29 Chairman... 30 On page 2, line 32 to read as follows: 31 Conflict of Interest Act: gifts are limited to $250. 00 per year /per Board Member. 32 There is no limit on intangibles. 33 On page 2, line 35 to read as follows: Three or more Board Members convening 34 constitutes an official meeting and requires public notification. Informal 35 meetings are limited to two Board Members. 36 37 Ms. Chapman motioned to approve the June 28, 2016 minutes with the proposed 38 changes. Ms. Burbage seconded the motion. A roll call vote on the motion 39 resulted as follows: 40 41 AYES: Burbage, Chapman, Cozzens, Amick, Garrison, Wood 42 NAYS: None 43 ABSTAIN: None 44 ABSENT: Thompson, Hasselquist 45 46 47 48 July 26, 2016 Minutes - 1  1 2 ITEM IV. WORK SESSION 3 4 A Draft Coastal Primary Sand Dunes and Beaches Ordinance Resolution was discussed 5 and authored ( see the attached draft resolution). 6 7 ITEM V. MATTERS BY STAFF 8 9 Mr. Griffey presented an update to the Board of the current In -Lieu Fee Fund 10 balance: $50, 470. 08 11 12 Ms. Chapman made a motion that Staff be limited to reporting quarterly updates 13 of the In -Lieu Fee Fund unless there is a change in the balance. Ms. Burbage 14 seconded the motion. A roll call vote on the motion resulted as follows: 15 16 AYES: Burbage, Chapman, Cozzens, Amick, Garrison, Wood 17 NAYS: None 18 ABSTAIN: None 19 ABSENT: Thompson, Hasselquist 20 21 ITEM VI.
