Meeting Minutes
September 9, 2020
Opening
The Electoral Board meeting was called to order by Chair Fred Everett at 10:15
Present
Chairman Fred Everett, Vice President Carter Phillips, Secretary Margaret Wilson, Registrar
Tara Morgan. Visitor James Avery, Hampton Democratic Party Committee.
Open Issues
The Registrar stated there is a need for more Republican election officials. So far, only eight
Republicans requests have been received. In addition there is a need for more all election
officials.
There is a need for an Authority Rep at the Absentee Precinct.
Training for new employees will be the week of 21-25 September and she would like assistance
in training.
A discussion was held on possible crowd control at the precincts. Fred has contacted the
Police Chief to request his assistance. Perhaps there could be unidentified people in each
precinct.
For the November election, we will need at least 12 election officials at each Precinct; four to
five pollbook officials and two officials for Provisionals. Each precinct will have a drop box so
that those with absentee ballots may drop them off without getting in line.
The Registrar would like to have 15,000 instructions printed and folded. The Secretary will call
the School Administration to request their assistance.
Mandatory election official training will be held at the Absentee Precinct. The training for Chiefs
and Assistant Chiefs filling out paperwork will cover pollbooks, an Alternate for Provisionals, a
Curbside Official and Opening and Closing. Existing Election Officials training will consist of
pollbooks, disabled voters and curbside voting.
The Chair will write a letter to all election officials to indicate the importance of attending the
mandatory meetings to be sent out on October 1st.
New Business
The Vice President announced he will surgery on September 11, 2020.
The next meeting will be October 7, 2020 at 10:00 p.m.
