HAMPTON ELECTORAL BOARD Meeting Minutes August 17, 2022 Opening The Electoral Board meeting was called to order at 10:18 a.m by Acting Chair, Matthew Scott. Present Acting Chair, Matthew Scott; Vice Chair, Rebecca Winn; Secretary, Margaret Wilson and Registrar, Tara Morgan. Minutes – The August 4, 2022 minutes will be presented at the September meeting. Open Issues The Board members agreed future meetings would return to a more formal discussion. Questions from other attendees must be submitted in writing or ask at the end of the Board meeting. The Secretary was requested to follow through with the Superintendent on an update on Tyler and Phillips. It was determined to move the location of the polling area at Kecoughtan from the cafeteria to the lobby. A request for David McCauley be invited to the September meeting to discuss safety and ADA requirements at Sandy Bottom, Lindsay, YH Thomas, Wythe and City Hall. The Phenix precinct is the responsibility of the Police Department. A motion was made by the Secretary, Margaret Wilson, to make the following name changes to Patrick, Jackson and Peake for the precincts where school names have been by law and seconded by Matthew Scott. The motion was approved. The Registrar discussed having to order ballots for each precinct because of the new law on reporting absentee per precinct. She stated that she had checked with other Registrars on how they are handling this new requirement. It was determined that it would possibly double the total number of ballots that are normally ordered. Recruitment of Officers of Election is still a priority. Currently there 197 Officers of Election. In addition, assignment of Chiefs and Assistant Chiefs will discussed at the September meeting. The following dates were scheduled: October 13 – Officers of Election – 3:00 p.m. and 7:00 p.m. October 16 – Open for Sunday voting from 1:00 p.m. and 5:00 p.m. October 18 – Chiefs and Assistant Chiefs – 3:00 p.m. and 6:00 p.m. (Provisional) October 29 – Officers of Election – 10:00 a.m. and 1:00 p.m. November 1 – Chiefs and Assistant Chiefs – 7:00 p.m.- Rupert Sargent Building Letters with the schedules will be sent to the Chiefs, Assistant Chiefs and Officers of Election. Deputy Chief Gallop will be invited to the September meeting to discuss security for the precincts. New Business The Registrar presented an idea from Print Elect about their services for mailing the vote by mail absentee ballots. The Richmond and Virginia Beach used them to mail out their absentee ballots in the June primary and they are also using them again in November. She will call and get further information for future discussion and decision on using this service. The Vice Chairman presented an idea to have a contest for the schools to design I Vote Stickers. It was also proposed to have a Certificate of Excellence that will be given to the Officers of Election for their time and service with possible recognition in the Daily Press. Both ideas will be discussed further after the November election. Adjournment The meeting was adjourned at 1:04 p.m.
