Hampton Electoral Board Meeting June 7, 2023 10:00 a.m., Registrar’s Office In attendance: Rebecca Winn, Tom Harmon, Matt Scott, Tara Morgan Guests: RuthAnn Kellam, Carl Anderson, Phil Siff, Allison Siff, Jim Avery, Palmer Roux, Sheryl Stanworth, Gaylene Kanoyton, Jermaine Johnson, Josh Morant, Neva Beierle, Daniel Beierle, Ty Davidson Meeting called to order at 10:12 a.m. Electoral Board and Registrar will continue visiting precincts to evaluate for ADA compliance and safety for voters. Approx 12 precincts have been viewed so far. Our next group of visits will be 6/21, meeting at the Registrar’s office at 9:00 a.m. Concern was expressed by Rebecca that the interior double doors at the Jones precinct are narrower than they should be for handicap entrance. We will examine the options (removing the center post, or utilizing a different entrance) going forward. Sunday Voting – Chairman read emails from concerned citizens to those in attendance. Those present were given the opportunity to speak on the subject. Approx 10 people spoke. Most who spoke were in favor of Sunday voting or neutral on the subject. Arguments were made on both side of the issue. Motion was made by Rebecca to have the Early Voting Precinct open on October 22, from 1:00 p.m. to 5:00 p.m., seconded by Tom Harmon. Motion passed. A report was made on a meeting regarding the parking lots near the Registrar’s office. Tara and Matt attended the meeting. Originally we were offered 15 parking spaces, but it seemed like too much. Most of those spaces would be empty most days. When Early Voting commences the entire parking lot (except the Sherriff’s spot, of course) will be available for voters and Officers of Election. There was also mention of security matters that have been discussed recently. A button system of entrance will be put on the interior doors of the office. Also, a grant has been received to purchase “security cages” for precinct equipment. More details to come. There was discussion on Ranked Choice Voting. Our immediate concern is the adaptability of our equipment should this method of voting be implemented. Research is being done on this at the state level. Concern was expressed by Matt concerning the March Presidential Primary (March 5), and the fact that schools are scheduled to be open. A letter will be formed to send to the School Board and the Superintendents Office. At this point the calendar is probably fairly set, but something may be able to be done.
