Hampton Neighborhood Commission meetings are open to the public. The public is invited to attend meetings
and to observe the work and deliberations of the Neighborhood Commission. The public may also address the
Neighborhood Commission during the agenda item “Items to be Presented by the Public” by signing up to speak.
The sign-up sheet will be available to the public until the agenda item “Items to be Presented by the Public” is
reached in the course of the meeting. Speakers will be recognized in the order in which they sign up and are asked
to limit their comments to 5 minutes.

Hampton Roads Social Justice Conference.

May 08, 2023.

b. The committee voted to approve $3000.00 grant for GACC YouthFest at
their May 3rd meeting.

a. Ongoing additions to the briefing calendar.
b. Upcoming opportunity to support HPD with large scale National Night Out
event on August 1st.

a. HYC supporting the Fox Hill Neighborhood Center in recruiting for their

1. OWNA’s final proposal for three electronic (LED) community

committee’s September meeting.

upcoming HATCH YouthFest.
B. Neighborhood Development and Training Committee
i. Ongoing review of Mentor-mentee pairings.
ii. The committee shifted mentor-mentee process to 120-day 4-section
process that includes: goals, ABCD, networking, and community
engagement.

i. HYC received 13 youth applications for review.

assessment process to be finalized Summer 2023.

a. Grant Submissions
i. Greater Aberdeen Community Coalition – Community Connections
1. The committee considered the Greater Aberdeen Community
Coalition’s application for their upcoming HATCH YouthFest. After
some examination of the budget, Steve made the motion to
approve $3000 for the event. Dave seconded the motion and it
was then approved unanimously by the committee.
2. The grant request was approved with the following conditions:
a. Submit a revised budget document reflecting the updated
grant amount.
b. Submit additional language measuring the event's success
(e.g., # of vendors, attendance, where people are from,
related youth outcomes)
ii. Olde Wythe Neighborhood Association – Places & Spaces
1. The committee was briefed by the Old Wythe Neighborhood
Association on their final proposal for three electronic (LED)
community messaging signs.
2. The committee asked questions of the organization about how
the success of the signs could be measured, how other platforms
of communication were deemed inferior, and what other ways
they have to get their messaging to stakeholders.
3. The organization vacated the room and discussion by the
committee commenced. Based on information received from the
organization, a recommendation to fund only one of the LED signs
was raised by the committee. A motion to approve the funding
request for only one LED sign was made with the stipulation that
the budget request be updated accordingly and that measurable
results as a result of the sign’s installation be reported to the
commission. This motion was made first by Dave and was
seconded by Peggy. The committee approved the motion.

BACKGROUND STATEMENT:
Community Development Department Director, Bonnie Brown, and Zoning
Administrator, Allison Jackura, will brief the Commission regarding legislative
updates which will take effect on July 1st of this year. In addition, state legislator,
Delegate A.C. Cordoza, will also be present to discuss his role. This session will give
Commissioners valuable insights into the legislative changes and their potential
impact to neighborhoods.

City staff held 8 meetings with the Short-term
Rental (STR) Stakeholder Group between
October 2022 and April 2023

Short-term Rentals
In December 2022, City Council passed amendments
defining a STR and adding it as a use to the Use Table
“The provision of a room or space that is suitable or intended for
occupancy for dwelling, sleeping, or lodging purposes to transient
residents in exchange for a charge for the occupancy. This term does
not include hotel, bed and breakfast 1, or bed and breakfast 2, as
defined within this ordinance.”
Requires approval of a Use Permit (UP) by City Council to operate any
STR unless legally operating with business license and zoning approval
prior to the adoption date
Short-term Rentals
“Grace period” existing STRs:
Have 2 years to obtain UP
Must continue under existing approval limiting to “home-
stay” type of operation
New STRs:
3 granted approval of UP May 24, 2023
10 seeking approval of UP July 12, 2023

Focused on:
Streamlining process

Avoid long permitting delays
Avoid unnecessary costs and barriers
Maintaining safe conditions for citizens and
businesses
Not pursue food trucks on streets at this time
Ensuring enforcement capabilities
Food Truck Framework
Our food truck framework addresses 4 main
processes:
1. How food trucks are allowed within
Hampton (City Code)
2. How properties are allowed to host food
trucks (Zoning Ordinance)
3. Rapid notification for approved food trucks
to pick approved sites (City Code)
4. Enforcement methods (Both)

Allow food trucks as part of “Neighborhood-scale
special event”

Remove food trucks from mobile vendors, clarify

New Zoning Ordinance
Chapter 1:
Establishes where food trucks may park when not in
operation
Clarifies that no vehicle repair or parking longer than 72
hours is permitted by this provision
At homes, not allowed
In commercial and industrial parking lots, only in rear or
screened parking areas
In approved vehicle storage establishments, as permitted
by that use
New Zoning Ordinance
Chapter 2:
Establishes definition of “food trucks” which includes mobile food vendors
that are actual vehicles but also trailers and carts
New Zoning Ordinance
Chapter 3:
Require a Zoning Administrator Permit to establish a “Food Truck Host Site”
in all zoning districts
Some of the additional standards include:
In residential districts, only certain uses can establish a food truck host site.
Elsewhere, in conjunction with any use is acceptable
Approval of a plan showing location of food trucks
Food trucks must be on improved surface, not block access or navigation, but
may be in parking spaces if sufficient parking available for other uses
Within 100 feet of residential zoning, operation limited to 7 am to 10 pm (Noise
Ordinance times), outside of that, limited to 5 am to 2 am (same as restaurants
without alcohol license)
Food trucks must be setback from the relevant property line if adjacent to
residential zoning, the same as a building
10-foot separation around food trucks for Fire safety
No live entertainment associated with the food trucks
Temporary outdoor seating associated with the food trucks permitted
