Hampton Electoral Board Meeting January 10, 2024 10:00 a.m., Registrar’s Office Present: Rebecca Winn, Tom Harmon, Tara Morgan, Matt Scott Guests: Carolyn, Jim, Debbie, Carmen, Jacqueline, Cassandra, Saundra, Palmer Meeting called to order 10:24 a.m. Motion made for Rebecca Winn to be Chairman, Tom Harmon to be Vice Chairman, and Matt Scott, Secretary for the Hampton Electoral Board in 2024. Motion seconded and passed. Motion made and seconded for all Absentee functions for 2024 to be delegated to the Registrars office. Motion passed. A question arose concerning the ability for people with cognitive difficulties to vote. The matter arose because a voter who was unable to state their name and address was denied the vote. It was stated that the Department of Elections was taking up this issue so we will await their ruling. Also, that the chief should have offered a provisional ballot to anyone in this position. Parts of the code were referenced in this matter: 24.2-643, 24.2-649, and 24.2-123. We will try to do the “I Voted” Sticker contest for the Presidential election this year. Registrar is considering 2-3 temporary employees for the elections this year. Meeting dates for 2024 – 1/10, 2/7, 3/6 (1:00 p.m.), 4/10, 5/1, 6/5, 7/10, 8/7, 9/4, 10/2, 11/6 (1:00 p.m., ), and 12/4. All are subject to change. The matter of the schools being closed on March 5th came up. The suggestion was made to present the need for closure or virtual learning 1/10/24 EB Meeting, Page 2 on Presidential Primary day this year to the school board. January 17 is the next meeting of the august body. We will again use e-news and electronic signage to get the word out concerning the coming election. Voting scanners will be programmed and certified on 1/16/24, 9:00 a.m., for the coming election. A list of repairs and improvements needed to be in compliance with the ADA will be sent to the city and the schools. We will review our SOR at the next meeting. VEBA Annual Meeting is 3/16-19 at the Homestead. Meeting adjourned at 11:35 a.m. Next meeting is 2/7/24, 10:00 a.m. Sincerely Submitted, Matt Scott, Secretary
