Hampton Electoral Board Meeting August 15, 2024 10:00 a.m., Registrar’s Office Present: Tom, Tara, Matt, Rebecca Guest: Carl Meeting called to order at 10:20 a.m. Our next meeting to discuss the HU Homecoming parade is Monday, 8/19, 11:00 a.m. on campus. Deadline for candidates to file for the Special Election for City Council is tomorrow, 8/16, 5:00 p.m. “Ballot on Demand” is going to be used for early voting. Tara met with them and ordered 4 printing stations (one for each Poll Book in use during peak times). They will be delivered 9/12. There was discussion about the advisability of using them for an Election Day. It was stated that we need to evaluate them during early voting this year for the range of use for the future. Early voting starts 9/20. Precinct change – There are precincts that have been identified as needing change. City Hall, Phoebus Library, and where HU students vote must be addressed. Are there others? We may want to make all changes at the same time, including balancing the larger precincts in the northern portion of the city. Volunteer Recognition – We need to find out if the City attorney says we can have sponsors for an event like this. If not, would there be budget money available? Estimated costs must be presented. Delegate Ward volunteered to take legislation to Richmond if we give address issues and request action to resolve them. One issue is the length of early voting. Another is the ability of the Registrar and her office to verify that a person registering to vote is a citizen. Could the office access Social Security numbers for this purpose? A citizen asked if our minutes have been published each month this year. It was verified that they have been. Training Dates for this fall – September 12, 2 pm, 4 pm & 6 pm training for the Ballot on Demand system, for those working early voting. Sept 27, 2 pm; October 1, 2 pm & 6 pm; October 3, 6 pm – training for returning Officers of Election  15 August 2024 EB Meeting, pg 2 October 8, 2 pm; Oct 10, 2 pm & 6 pm; October 15, 6 pm – training for new Officers of Election October 17, 6 pm – Training for Provisional Ballot Officers Provisional Ballot Officers will have as their sole focus assisting citizens in filling out provisional ballots so ballots will not be rejected because of wrong or incomplete information. They cannot be called “assistant chiefs” as that would change the balance of the parties in each precinct. October 23, 6 pm – Training for Chiefs/Assistant Chiefs for precincts which fall alphabetically between Aberdeen and Mallory. October 24, 6 pm – Training for Chiefs/Assistant Chiefs for precincts which fall alphabetically between Patrick and Wythe. All Election Officials will be requested to complete the Department of Elections on-line Officer training. Detective Hess, who has worked with us for a number of years on questions of Voter Fraud and other violations, has moved on. We have completed our ADA forms for this year, and are signing the requisite form to submit it. Also, the annual evaluation of the Registrar has been signed and is being handled appropriately. Will we – EB members – have our “regular” precincts this fall, or continue the rotation we began last election? We will continue the rotation, and have, as our assignments, different precincts. Margaret Wilson is going to Nursing Homes to assist citizens with Voter Registrations, and submission of ballots where necessary. Our guest today, Carl, asked if someone could be a Poll Watcher in early voting, and an OE during the same period. It has been determined that this should not be the case. If they can come to be a Poll Watcher they should come and work early voting. Next meeting is 9/4, 10:00 am, at the Registrar’s Office.
