Hampton Electoral Board Meeting September 6, 2024 10:00 a.m., Registrar’s Office Present: Tom, Rebecca, Tara, Matt Guests: Jim Avery, Carl Anderson, Jim Pitsillides, Jacqueline Wade Meeting was called to order at 1:13 p.m. We discussed the ballot and voting operations for November. It will be a 2-sided 8.5 X 11 ballot. It is being approved by Department of Elections and will be printed soon. Our first training will be September 12, with sessions at 2 pm, 4 pm, and 6 pm for those working early voting. Much of the training will be for the “Ballot on Demand” system we are using. Our August 19 meeting with HU administration regarding their Homecoming parade produced an acceptable result. There is a better means of egress for the October 26th parade than voters had last year. Department of Elections found this acceptable. We consider this a solution a temporary one (hopefully this year only), and will request that HU utilize a different week in coming years to avoid blocking citizens coming to vote. Volunteer recognition – we are hoping to do this following the November election. We’re still seeking information concerning outside donations for this event. The DS 200 scanners that will be used for early voting will be certified on September 16, 9:00 a.m. Discussion was held regarding Delegate Ward’s offer to take preferred legislation from us to the General Assembly. More research will be done as to how newly registering voters are vetted as to their citizenship at the state level. All Election Officials are required to do on-line training provided by the state. Previous minutes stated that it was requested, but this is in keeping with Tara’s instructions to all EOs. Rebecca made the statement that we need more Republican EOs so there can be equal numbers of each of the major parties in the precincts on Election Days. We are still trying to provide a presence on the college campuses so there is voter education, and registration before Election Day (the goal is to have fewer Same Day Registrations if possible).  September 6, 2024 Electoral Board Meeting, page 2 Tara reminded us that there will be a “Risk Limiting Audit” following this election. The results are due by 12/2. Sample ballots will be available soon. Early voting begins 9/20. There have been requests for about 6000 absentee ballots so far. We moved into Closed Session at 2:43 p.m. to deal with matters related to Security and Personnel issues. We came back into Open Session at 3:14 p.m. We certified that we only dealt with matters related to Security and Personnel issues.
