Opening Call to Order The meeting was called to order at 5:00pm. A. Roll Call and Verification of Quorum 1  Quorum verified. B. Pledge of Allegiance C. Approval of Minutes of the August 12, 2013 Neighborhood Commission Meeting The Chair asked for consideration of the minutes for the August 12, 2013 Neighborhood Commission meeting. Henry Mills made a motion to approve the minutes. Karen Duncan seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements • The Chair presented plaques to outgoing Commissioners; Tommy Southall and Valerie Twine. E. Recognitions • Five neighborhoods were recognized as new Registered Neighborhood Organizations; Magruder Heights Neighborhood Watch, Hampton Youth Preservation Empowerment (HYPE), Faith Temple Church of God in Christ, Sussex- at-Hampton Neighborhood Association, and Hampton Council PTA. II. Directors Report • Jonathan McBride updated the Commissioners regarding the upcoming Home Repair Blitz. • Commissioners were offered another opportunity to register for the Virginia Statewide Neighborhood Conference. • Commissioners received a brief update regarding the Safe and Clean Campaign. • Terry O’Neill provided information regarding the Proposed Rental Inspection Program. III. Items to be Presented by Public None IV. Briefings A. Housing and Neighborhood Services Annual Accomplishments The Housing and Neighborhood Services Division provided an annual report. Highlights of the presentation include; 2  o Neighborhood Commission reinvention o Youth civic engagement o Civic education-Hampton 101 and workshop o Housing programs- Curb Appeal Program and Home Repair Blitz o Neighborhood grants o Coaching and consulting for community organizations IV. Action Items A. Consideration of the Nominating Process for Youth Commissioners • Tommy Southall reported on behalf of the Nominating Committee. The Committee would like to recommend two candidates to City Council for appointment, Nehemiah Lipford and Grace Kelley. • Candidates were recommended to the Nominating Committee by the Hampton Youth Commission. The committee asked for consideration of the nominating process for Youth Commissioners. Recommendations from committees do not require a motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Motion carried. V. Dialogue A. Annual Meeting Agenda • Henry Mills presented the revised agenda. The Civic Communications Committee made changes based on feedback from the Neighborhood Commission. • Commissioners supported having a 30 minute business meeting prior to the start of the meet and mingle. B. Neighborhood Grant Campaign • The item was brought forward for discussion because the Commission will not reach its goal of awarding $20,000 in grants in each district by the September 30 deadline. The Chair opened the floor for discussion and suggestions. Comments from Commissioners included; o A need for continuous advertisement using social media and all other means. o Look for ways to get the churches involved. o It can be difficult for neighborhoods to think of projects, is there a way we can help them come up with ideas. o The application form may still be intimidating for some neighborhoods. o Use channel 47 to market the grant programs on a continual basis. o What happens to the money if we don’t spend it?  The Executive Director responded to this question: These funds have not been used for a number of years so there is a sense of urgency. Divisions must provide a justification in order to keep the unspent funds at the end of 3  each fiscal year. City Council must annually approve the continued use of these funds. o The Community Appearance, Pride and Image Committee will discuss the grant campaign again at their next committee meeting. C.
