1 AT A PUBLIC HEARING AND REGULAR MEETING OF THE WETLANDS BOARD OF THE CITY O 2 HAMPTON, VIRGINIA, HELD IN THE CITY COUNCIL CHAMBERS, CITY HALL, 22 LINCOLN 3 STREET, 8T" FLOOR, AT 5: 00 P. M. ON TUESDAY, SEPTEMBER 24, 2013. 4 5 ITEM I. CALL TO ORDER 6 The meeting was called to order at 5: 00 p.m. by Chairman Wood. 7 8 ITEM II. ROLL CALL 9 Board Members present were: Mr. David Bruckheimer, Ms. Laura Burbage, Ms. Leigl' 10 Chapman, Ms. Gayle Cozzens, Dr. Arne Hasselquist, Vice Chairman David Morris, II 11 and Chairman William Wood. Also present were Ms. Lesa Yeatts, Senior Deputy City 12 Attorney, Mr. Michael Anaya, Environmental & Sustainability Planner, and Ms. Victoric 13 Byrd, Recording Secretary. 14 15 ITEM III. CONSIDERATION OF MINUTES 16 Ms. Chapman motioned to accept the minutes of the June 25, 2013 meeting as 17 presented. Dr. Hasselquist seconded the motion. 18 19 AYES: Bruckheimer, Chapman, Cozzens, Hasselquist, Morris, Wood 20 NAYS: None 21 ABSTAIN Burbage 22 ABSENT: None 23 24 25 September 24, 2013 Minutes - 1 1 Ms. Chapman motioned to accept the minutes of the August 27, 2013 meeting as 2 presented. Vice Chairman Morris seconded the motion. 3 4 AYES: Bruckheimer, Burbage, Chapman, Hasselquist, Morris, Wood 5 NAYS: None 6 ABSTAIN: Cozzens 7 ABSENT: None 8 9 ITEM IV. PUBLIC HEARING JPA 2013 -1268 LANGLEY AFB AIRCRAFT APPROACH LIGHT 10 SYSTEM REPLACEMENT AND UPGRADE 11 M. Anaya presented to the Board JPA 2013 -1268: the applicant proposes to replace 12 and upgrade an existing aircraft approach light system at the east end of the main 13 runway. As a result of the proposed project, minor impacts to tidal wetlands will occur. 14 Improvements include the installation of a new electrical conduit bank and equipment, 15 approach lights and foundations and a maintenance road along the far eastern end. 16 17 Should the Board vote to grant a permit for this application, staff recommends the 18 authorization subject to the standard conditions, an expiration date of September 24, 19 2016, payment in the amount of $5, 060.00 to the City of Hampton' s Wetlands In -Lieu 20 Fee Fund and the following conditions: 21 22 The permittee shall notify the City of Hampton 1 day prior to commencement of 23 construction activity 24 25 September 24, 2013 Minutes - 2 1 The site shall be monitored by the City of Hampton Environmental Inspector 2 during construction in order to ensure proper and appropriate construction 3 practices 4 The permittee shall notify the City of Hampton Environmental Inspector upon 5 completion of construction 6 The site shall be monitored by the City of Hampton Environmental Inspector after 7 completion of construction for two growing seasons to ensure substantial 8 compliance evidenced by the restoration of original grade and successful 9 establishment and growth of vegetation 10 11 Vice Chairman Morris motioned for acceptance of JPA 2013 -1268 with standard and 12 additional conditions with an expiration date of September 24, 2016. Ms. Burbage 13 seconded the motion. 14 15 AYES: Bruckheimer, Burbage, Chapman, Cozzens, Hasselquist, Morris, Wood 16 NAYS: None 17 ABSTAIN: None 18 ABSENT: None 19 20 ITEM V. MATTERS BY STAFF 21 M. Anaya presented an update to the Board of the current In- Lieu -Fee Fund balance: 22 39, 905. 23 24 M. Anaya briefed the Board on six JPAs that are pending: 25 September 24, 2013 Minutes - 3 1 JPA 2013 -1052: Pace Homes, North Boxwood Street, has proposed stormwater outfall for 2 single family residential subdivision. 3 4 JPA 2013 -1333, Langley Research and Development Park, has proposed sewer line 5 relocation. 6 7 JPA 2013 -1334, Todds Lane and Lakeshore Drive intersection, has proposed a 8 community clubhouse, pool, and supporting infrastructure. 9 10 JPA 2013 -1377, Todds Lane and Big Bethel Road intersection, has proposed traffic and 11 drainage improvements. 12 13 JPA 2013 -1410, Langley Research and Development Park, has proposed fill to allow I 14 construction of a distribution center and attendant features. 15 16 JPA 2013 -1457, 303 Beechmont Drive, has proposed to install an 8, 000 lb boatlift and 17 addition to existing private pier. 18 19 ITEM VI.
