Opening Call to Order The meeting was called to order at 5:00pm. A. Roll Call and Verification of Quorum Quorum verified. B. Pledge of Allegiance C. Approval of Minutes of the February 10, 2014 Neighborhood Commission Meeting The Chair asked for consideration of the minutes for the February 10, 2014 Neighborhood Commission meeting. Pam Croom made a motion to approve the minutes. Anne Bane seconded the motion. The Chair called for a vote. 1  Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements None E. Recognitions None II. Director’s Report • The Home Repair Blitz – Outreach for the program is in full motion -13 applications have been received from homeowners within the Magnolia Neighborhood who wish to participate. The Neighborhood Office is in the process of following up with the residents to go over with the team leaders. There are currently18 volunteer team leaders signed up and two weeks ago an orientation meeting was held. In the first part of April, the team leaders will report back with material list requests. Over the next several weeks, there should be more volunteers and applicants. • HRHA Housing Briefing – Hampton Redevelopment and Housing Authority has been working with the City by getting a consulting company to help with the housing strategies – What strategies are we using, How are these suggestions working, What is not working, etc. The update will be presented to City Council on March 19th, at 9am at the Little England Cultural Center. It will be a closed session, but anyone interested in the housing strategies can contact Jonathan and he will be more than happy to go over what was discussed. • Curb Appeal Matching Grants Letters – Letters were sent out by the City Manager last week to the designated areas, Pasture Point, Sussex, and Olde Hampton • Hampton 101 Tour – Session four of the program will start with a tour of Hampton on March 29th. Anyone who is interested can reserve a spot and participate by contacting Cindy Woolwine. • Budget Update – Over the past week, the public budget forum took place for Hampton Citizens to voice their opinion on the upcoming operating budget. There will be 3 more public sessions – April 2nd, 3rd, and one in May. • Staffing Update – Sabrina Carr will be departing from the Neighborhood Office and her last day is April 9th. • Other - Rhonda Woods suggested new commissioners should shadow more veteran commissioners to gain a better understanding of the position and have guidance in the beginning stages of being a new commissioner. III. Items to be Presented by Public • Erica Wagner 2  Erica spoke regarding establishing a pilot program for the youth in the community geared to prepare them for college and outlets of higher education. She handed out flyers and brochures for anyone interested in participating in the program. • Rita Taylor Rita, a resident from the Sussex Neighborhood, wanted to thank the Neighborhood Commission personally for the new Entrance Sign that was recently installed. She also invited all the Commissioners to join the Sussex Community as they celebrate the wonderful new sign at the ribbon cutting ceremony. She went on to ask for the Neighborhood Commission’s assistance on home to improve the crime prevention in the Sussex area. IV. Briefings A. Briefing on the Citizen’s Unity Commission Work Plan Michele Woods-Jones presented an overview of the Citizen’s Unity Commission, their achievements, and a proposal of a new partnership with the Neighborhood Commission: • Presentation highlights included: o An introduction of the key components of the Citizen’s Unity Commission. o An explanation of why a partnership with the Citizen’s Unity Commission is necessary. o Entire presentation is available online, https://app.box.com/s/3vtv1kggr2tzk4l0awkh. V. Action Items A. Consideration of the 2014 Neighborhood Pool Grant Program Over the past ten years, the Neighborhood Commission has supported the Neighborhood Swimming Pool Grant Program. The Community Appearance, Pride & Image Committee is requesting that the Commission continue the tradition and approve the program. The seven Hampton neighborhood swimming pools, which include Mallory, Riverdale, Briar-Queen, George Wythe, Northampton, Willow Oaks, and Elizabeth Lakes) would be eligible for a $4,000 grant to provide 9 Community Pool Preview Days. These days would be free to the public giving the community a chance to experience the recreational benefits and would be held Memorial Day Weekend, May 24th - 26th and June 17th – 22nd. As an additional incentive, for each dollar raised by the pool organization towards continuing the operation of the pool, the Commission will match this up to $1,000 in additional grant funds. The Chair asked for a motion to approve the staff recommendation. Pam Croom made the motion to approve the recommendation. Ann Bane seconded the motion. The Chair called for a vote. Follow-up Motion to Direct CAPI Committee to Provide Analysis on 2015 Pool Season The Chair asked for a motion to approve the staff recommendation. Pam Croom made the motion to approve the recommendation. Alice Callahan seconded the motion. The Chair called for a vote. The Chair called for a vote. Youth Master Plan Update Meeting is taking place on March 17th, from 6pm – 7:30pm at the Hampton Teen Center. B. Hampton youth Commission/Planning Commission Joint Meeting is taking place at the Hampton Teen Center on March 18th, from 5:30pm to 7:00pm. 5. Civic Communications Committee- No report 6. Neighborhood-Schools Partnership Committee – No report 7. Community Appearance, Pride and Image Committee – Electronic Motion to Extend 4  The Chair asked for a motion to extend the meeting to 6:45 pm. Pam Croom made a motion to extend the meeting. Other Matters by Commissioners • Sandra King-Medina strongly suggested the Commission work with the Neighborhood Watch groups in the community to get organized and become more of a prevalent role in the Safe and Clean • David Duxbury noted he is interested in address the safety issues in the community and is the Neighborhood Commission equip to handle emergency situation. o Kathy Johnson, Chair, noted that is will be discussed further during the Executive Committee Meeting on March 17th. • Chris Henderson informed the Commission a Bazaar/Spring Festival is taking place on May 31st. I didn’t have the footage to clarify the location information. • James Gray announced as a part of the Safe & Clean Program the Police are holding a Public Safety event at Roberts Park on March 12th from 10am-4pm and March13th from 10am-4pm.
