1 AT A PUBLIC HEARING AND REGULAR MEETING OF THE WETLANDS BOARD OF THE CITY OF 2 HAMPTON, VIRGINIA, HELD IN THE CITY COUNCIL CHAMBERS, CITY HALL, 22 LINCOLN 3 STREET, 8TH FLOOR, AT 5:00 P.M. ON TUESDAY, MARCH 25, 2014. 4 5 ITEM I. CALL TO ORDER 6 The meeting was called to order at 5:00 p.m. by Chairman Wood. 7 8 ITEM II. ROLL CALL 9 Board Members present were: Mr. Troy Thompson, Ms. Laura Burbage, Vice Chairman 10 Hasselquist, Mr. David Bruckheimer, Ms. Gayle Cozzens, Alternate Carole Garrison and 11 Chairman William Wood. Also present were Ms. Lesa Yeatts, Senior Deputy City 12 Attorney, Mr. Michael Anaya, Environmental & Sustainability Planner, and Ms. Dorinda 13 Weeks, Recording Secretary. 14 15 ITEM III. CONSIDERATION OF MINUTES 16 Ms. Burbage questioned the verbage on page 7, line 1, if the applicant said he had 17 done the work at the same property or that the same work was done. 18 19 Mr. Bruckheimer motioned to put the minutes on hold until the next meeting until the 20 verbage is confirmed. PUBLIC HEARING JPA 14-0050, JIM & JUDY USRY, 80 NORTH BOXWOOD STREET, 2 LIVING SHORELINE 3 M. Anaya presented the board JPA 14-0050: The applicant proposes to remove existing, 4 concrete rubble revetment along approximately 320 linear feet of shoreline of the 5 Hampton River and construct a living shoreline. A rip rap sill will be constructed with 6 rubble core material and class A1 rip rap armor stone. The proposed rip rap sill will be 7 constructed approximately 16 feet channelward of the top of the existing concrete 8 rubble revetment. The existing shoreline will be graded and the sill will be backfilled to 9 achieve a 10:1 slope. The filled area landward of the proposed sill will be planted with 10 Spartina alterniflora and Spartina patens. Existing oyster colonies on mudflats 11 channelward of existing revetment will be relocated to channelward side of proposed 12 sill. 13 Staff recommends that the Board approve a permit for this application considering the 14 following: 15 - Proposed project follows the recommended shoreline management practice 16 according to decision trees for currently defended shorelines provided by the 17 Virginia Institute of Marine Science Center for Coastal Resources Management. 18 - Proposed living shoreline is properly designed according to guidance provided 19 by the Virginia Institute of Marine Science Center for Coastal Resources 20 Management. 21 - Proposed living shoreline will provide erosion control and water quality benefits; 22 protect and enhance natural shoreline habitat; and maintain coastal processes 23 along the shoreline. 24 25 March 25, 2014 Minutes - 2  1 - Staff recommends the Wetlands Board require no compensatory mitigation per 2 the Mitigation-Compensation Policy which states that properly designed and 3 sited living shoreline projects will require no compensation. 4 Should the Board vote to grant a permit for this project as proposed in this application, 5 Staff recommends the authorization subject to an expiration date of March 25, 2017, 6 and the standard conditions. 7 8 Jeff Jorgensen, Agent, explained to the Board that he uses VMRC policy which the city 9 or state usually notifies adjacent property owners. Mr. Jorgensen explained that broken 10 concrete rubble that is being re-purposed will be used as core for sill. 11 12 M. Anaya clarified to the Board the follow up on plantings will be done immediately 13 upon completion of construction and each growing season. Ideal times of the year for 14 planting would be Spring or Fall, otherwise the plants will die if it is too hot or cold. 15 16 Vice Chairman Hasselquist motioned to approve JPA 14-0050 as written with guidance 17 and standard conditions. MATTERS BY STAFF 2 M. Anaya presented an update to the Board of the current In-Lieu-Fee Fund balance: 3 $46, 065.00. 4 5 M. Anaya briefed the Board on updates to the Hampton Wetlands Board Member 6 Handbook. Vice Chairman Hasselquist suggested shoreline definitions be included with 7 the decision trees in the handbook. 8 9 M. Anaya briefed the Board on the JPAs that are in review: 10 11 No permit necessary letter was issued to the City of Hampton for their proposed 12 Coliseum Lake retrofit for water quality improvements. This is not considered Wetlands 13 Board Jurisdiction. 14 15 Several revisions have been made to JPA 14-0197 for construction of off-shore 16 breakwater with beach nourishment and sand dune revegetation and fencing. 17 18 ITEM VI. MATTERS BY THE PUBLIC 19 No matters presented by the public. 20 21 ITEM VII.
