Opening Call to Order The meeting was called to order at 5:00 p.m. A. Roll Call and Verification of Quorum Quorum Verified B. Pledge of Allegiance C. Review and Approve minutes of the July 11, 2016 Meeting The Chair asked for consideration of the minutes from the July 11, 2016 Neighborhood Commission meeting. Ann Bane made a motion to approve the minutes. Sandra Medina seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved D. Chair Announcements None II. Director’s Report The Director reported:  Jonathan announced that Emergency Management will be in partnership with Public Health, Public Works and Community Development Department to get C.E.R.T. volunteers and community volunteers to leave door hangers regarding mosquito disease prevention throughout the city. III. Items to be presented by Public None IV. Action Items (Voting Items) None V. Briefings A. Briefing on the Proposed Regulation of Recreational Vehicle   Jeff Conckle (Zoning Administrator) and Phil Russell (Property Maintenance/Zoning Enforcement Manager) gave an update on the current zoning regulations and the proposed amendments to the code regarding Recreational Vehicles. Jeff put across that the proposed amendment will not have a max length or width as long as there is not a safety issue. B. Briefing on Housing Initiatives  Jonathan talked about the Hampton Housing Revitalization Initiative in different sections of the city. In this, he spoke on reinvestment, redevelopment, and reinforcement. Also, he covered the strategic housing work plan points and the guiding policies that guide the city. VI. Dialogue (Ongoing/Old Business) A. Best Practices  This section was skipped, but will be discussed in the future for outreach methods to address what the group is doing as a Neighborhood Commission to get the good word out about the work we are doing. B. Strategic Issues Update 1. Hampton Neighborhood College (Darren) o Hampton 101 (Fall) – (Darren) The next class will be held on Saturday, October 29, 2016. The class will be held in the Ruppert Sargent building. 2. Meet & Greet (Nov.) CivCom – (Sandra) o The next Meet & Greet will be held in November 2016. At this time there is no location, but also there are no new Registered Neighborhood Serving Organization (RNSO) to meet with. They will be sending out an e-mail to the different communities and organizations and hopefully get others interested prior to November 2016. Sandra did ask each Neighborhood Commissioner to try and get at least two applicants to become a RNSO. 3. Home Repair Blitz (Fall) – (Steve) o Currently, there has been only one application received. She mentioned that there were suggestions on looking at another way to engage the community. Therefore, tomorrow, August 9, 2016, Civic Communications has decided to have a meeting at Langley Baptist Church from 5:00 pm – 6:00 pm to hold an information session meeting for people to sign up for volunteering. Pastor David M. Pace, Sr. is helping in this effort. There will be a team leader meeting the following Wednesday, August 10, 2016 at 5:30 p.m. to see how many team leaders they will have.  The Chair asked the Committee for approval to extend the meeting an extra five (10) minutes. Alice Callahan made the motion to extend the meeting. Sandra Medina seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Motion carried. C. Committee Status Reports on Work Plan Progress 1. Nominating Community – Alice o The committee is working on the upcoming reappointments and making sure all the terms are correct. Mr. Henry Mills will be retiring and the Neighborhood Commission representatives will be looking for a business representative to fill the position. o Sally Lazorchak’s term will be ending and she will not be reapplying. Steve Edward’s term will also be up, but he will be returning as the Chairperson. Alice stated that her position will also be available and asked that the search start for her replacement. 2. Community Appearance, Pride & Image Committee – Steve o The group had their first official ‘Love Your City Grant’ application review. The applicant is the Hampton Rotary Club. On Saturday, September 10, 2016 they will host the Riverfest & Micro Brew Tasting starting at 5:00 p.m. - 10:30 p.m., on Queens Way in downtown Hampton. o The C.A.P.I. group also reviewed the ‘Idea Letter’ and there will be a few changes that will be made to the letter. o The C.A.P.I. meeting time will change temporarily to accommodate Jasmine’s school schedule until December. During that time, the meetings will be held every fourth Thursday’s at 5:00 p.m. of each month. 3. Youth Committee – Shanel o Currently the Youth Commissioners are on break, but they will be attending their retreat that will be held on August 19 and 20th, 2016. One of the newest Youth Commissioners, Xavier, was recognized in the audience as he will become part of that team. 4. Civic Communications – Sandra  o The group continues to work on the Meet & Greet in addition to RSNOs. 5. Neighborhood-School Partnerships Committee- Ann o The S.E.E.D.S. event and that they have decided on all of the dates. Also, the Back to School letter has been signed by the Neighborhood Commission Chairperson. VII. Items by Commissioners None A. Hampton Neighborhood College – NSP (Darren) o Hampton 101 – Jonathan reported that the next Hampton Neighborhood College will be held on Saturday, October 29, 2016. The session will be held in the Ruppert Sargent building from 8:00 a.m. to 2:00 p.m. B. Home Repair Blitz Area Selection – CAPI (Shanel) o The staff and volunteers will be going out to the Pine Grove area to canvass for the upcoming Home Repair Blitz on Saturday, August 26, 2016. o At this time there are three (3) homeowners that have signed up to have their homes worked on. However, applications are not coming in as the staffed hoped. o Staff decided to a “Touch Your Truck” on Saturday, August 27, 2017 from 9:00 a.m. - 11:00 a.m. This is where the Mobile Command Bus, along with Station 7’s Fire Engine, Habitat for Humanity’s Restore Truck 1  and an Ice Cream Truck, will be on site at Lexington Street and Pine Grove Avenue in the Pine Grove Neighborhood. C. Meet and Greet (Nov.) – CivCom (Sandra) o Sandra reported that the group does not have a location at this time for the Meet & Greet. Item #2 Committee Status Reports A. Civic Communications Committee (Sandra) o The Committee is working on a campaigning to get more neighborhood organizations to participate in the Registered Neighborhood Serving Organizations initiative. o Also they will be moving their meeting times to the first Monday of each month. B. Community Appearance, Pride and Image Committee (Steve) o The committee is currently making headway with the ‘Idea Letter’ making changes. The letter is complete, but the group has decided that the letter will not be for the CAP Grant it will be for the physical grant. They believed that it was too much information for the CAP Grant. C. Neighborhood-School Partnerships Committee (Darren) o The Neighborhood College will be held on Saturday, October, 2016. The location will be at the Ruppert Sargent building from 8:00 a.m. to 2:00 p.m. Peggy reported that the Back to School letter has been signed and went out to all of the schools. Anne will be sending out information soon about the Hampton Schools Priority Workshop. D. Nominating Committee (Alice) o The committee is still working on the upcoming reappointments and making sure each commissioner that is up for reappointment understands the process and what is required from them. Also information is needed regarding the resubmittal of Neighborhood Commissioners for reappointment. E. Youth Committee (Shanel) o The group is currently on vacation. They recently completed their overnight retreat on August 19 and 20, 2016 where they worked on team building and getting to know each other. The group also voted on President, Vice-President and Chairperson. Item #3 Reviewed and approved draft agenda for September 12, 2016 Neighborhood Commission Meeting 2 Item #4 Other Business o Shellae reported that The Aberdeen Gardens will be having their annual “Fish Fry” on Saturday, August 27, 2016. The event will be held on 55-57 N. Mary Peake Boulevard, Hampton, Virginia 23666.
