Review and Approve minutes of the June 12, 2017 Meeting The Chair asked for consideration of the minutes from the last Neighborhood Commission Meeting. Peggy Todd made a motion to approve the minutes. The motion was seconded by Alice Callahan. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements None II. Director’s Report The Director reported: o The Housing and Neighborhood Services Annual Report will be released next month. o The Community Development Department (CDD) will be doing outreach around the Hampton City Council’s proposed RV ordinance and may have the Neighborhood Commission help with this effort.  Also CDD has received an unsolicited proposal from Saunders & Price for a Downtown Development Plan. o There will be a Grant Writing Workshop for the Neighborhood Commission social and physical grants that will happen at Old Point National Bank from 5:30 – 8:00 pm, Aug 24th. o The Nominating Committee is currently meeting to work on recruiting new Neighborhood Commissioners, but current Neighborhood Commissioners should still continue to proactively find commissioners. III. Items to be presented by Public o Kathy Dermanis from the Buckroe Improvement League spoke to the Commission about their upcoming event, Arts in the Park, which will take place on Sept. 9, 2017 from 10:00 am – 6:00 pm.  There will be vendors, food tricks, and non-alcoholic beverages. The event will have a family focus. IV. Action Items (Voting Items) A. Consideration of Home Repair Blitz Location for the Fall 2017 The Chair asked for the Commission’s for approval of the recommendation of the consideration of proposed area Home Repair Blitz Location for the Fall of 2017. Sandra Medina made a motion to approve the minutes. Peggy Todd seconded the motion. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Agenda approved. V. Briefings A. Informational Briefing on Old North Hampton Plan Update—Shellae Blackwell o Old North Hampton Neighborhood Plan Update, was developed over a 16 month period. Staff of the Housing and Neighborhood Services Division met with the neighborhood organization and additional stakeholders and conducted several sessions in neighborhood analysis, master plan review, visioning and action plan development. The Neighborhood Plan Update was approved by the Old North Hampton Neighborhood Organization. The Neighborhood Plan Update includes seven action goals: 1. A safe community 2. An attractive community 3. A diversity of housing stock 4. An effective neighborhood organization 5. Easy accessibility to the surrounding area 6. Quality neighborhood commercial establishments 7. A multi-generational community center B. Debriefing on Neighborhood Commission Work Plan Discussion—Jonathan McBride o See attachment VI. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College (Darren) o Hampton 101 will happen on September 9th and the focus will be on residents of Hampton and neighborhood groups. 2. Home Repair Blitz (Oct. 7) CAPI – (Marybrook) o Applications are being accepted and there will be several door- to-door outreach efforts to boost awareness of the event 3. ABCD Update (Joe) o The target areas, Phoebus and Shell Rd., are working together on next steps and moving the ABCD effort forward. B. Committee Status Reports on Work Plan Progress 1. He noted the Neighborhood Commission will be a part of the effort and help with identifying assets in each neighborhood featured.  Ann Bane volunteered to be the lead on the school information in the profiles and will help create a template for each one.  Steve Bond noted the profiles should be distinctively different similar forums such as Zillow and Trulia. 1 Item #2 RNSOs o Marcie and Marybrook asked the Committee to review several applications that have been put on hold due to the Civic Communications Committee not having a quorum since May.  The Committee approved all the applications under the condition the organizations provide more information about their respective organizations. o Also the Committee noted that the RNSO application should be revised and include the following:  School Liability Insurance  All groups applying should have a Hampton Address  List number of members in organization  Revisit the benefits and what is actually the advantages of the program  Determine the differences of a partner of a neighborhood and a neighborhood organization o The Committee decided to create an Ad Hoc Committee to make the amendments to the RNSO Application Item #3 Nominating Strategy o Jasmine explained to the Executive Committee there are vacancies in District 6, 7, 8, and the Business Representative. Also there are several reappointments coming up in District 1, 2, and 9.  Staff is still working on revising the brochure that was already created by the Civic Communications Committee.  Staff has also come up with a list of boards and commissions, so Neighborhood Commissioners may attend the meetings and push recruitment.  Staff is still working with City Council Staff to help with this effect to update the website to make it easier for people to apply online through the City Council’s Board and Commission page. o Staff recommends to the Commission to utilize all contacts within their network in the meantime Item #4 Strategic Project Updates: o Hampton Neighborhood College – NSP (Darren) o Hampton 101 – The next session will take place on September 9th o Hampton 201 – The next session will be 6 courses on Thursday evenings and Saturday mornings at various locations. 2   The dates will be Oct. 19th, Oct. 21st, Oct. 26th, 28th, and November 2nd -4th.  Locations will be announced as the date for the event is closer. o ABCD Workshops – There will be several Asset Base Community Development Workshops taking place over the next 6 months.  The general ABCD Workshop is on June 29th.  Darren is working on the one for the schools and churches. o RNSO Registration (Marybrook/Sandra) o See report above o ABCD Update (Jonathan) o This will be added to both the Executive Committee Meeting and the Neighborhood Commission Meeting agenda as an update. Area for the Fall 2017 Home Repair Blitz: After much discussion regarding the recommendation of the Blitz Area for the fall will be Old North Hampton. A vote was taken and all were in favor. II. Adventure Hampton App: Staff gave an overview of the Adventure Hampton App:  The mobile app’s purpose is to engage local Hampton youth in community affairs, inform them of safe places for recreation, and inspire them to explore everything the city has to offer.  This app will help bring attention to underutilized public facilities as well as encourage people middle school aged and above to use them. It will also assist in increasing the appeal of the places and activities Hampton has to offer, thus motivating young people to return after college and invest in the city. Virgil Thorton, the lead Youth Commissioner on this project, wanted the CAPI Committee’s input as well as any recommendations moving forward.  The Committee will be emailed the information about the mobile app before the next meeting. III. Grant Funding: The Neighborhood Development Fund has close to $300,000 which means the Committee should work hard to outreach to the community to get more neighborhoods engaged in the grant opportunities available. Old Business I. Grant Policy Change Discussion: The Committee discussed amendments to:  The Neighborhood Development Fund Program Overview  Definitions  Purpose of the Funds Page 1 of 2   Community Action Project Grant portion of the policy Also the Committee was tasked with homework to come up with the best way to incorporate that the grants are seed money and only to help get the neighborhood organizations started in the overview and the purpose sections of the policy.
