The meeting was called to order at 5:00 p.m.

The Chair asked for consideration of the minutes from the last Neighborhood
Commission Meeting. Peggy Todd made a motion to approve the minutes.
The motion was seconded by Alice Callahan. The Chair called for a vote.
Chair voiced, “All in favor please say aye.” Response, “aye.”
Chair voiced, “Opposed?” Response – none.

D. Chair Announcements

II. Director’s Report
The Director reported:
o The Neighborhood Profiles will be updated and Staff is working with the
Marketing Division to do this.
They profiles will include oral interviews from residents and Staff may
ask the Commission for input from residents within their districts.
o The Executive Committee put an Ad Hoc Committee together to revise
the Registered Neighborhood Serving Organization Program application.
The Ad Hoc Committee met on August 11th and will report more at
the next meeting.
o City Council may ask for the Neighborhood Commission to go back out to
their neighborhoods to get more feedback about the Recreational
Vehicle Ordinance change.

V. Briefings
A. Briefings from the Commonwealth Attorney’s Office – Anton Bell
o Anton Bell, Commonwealth Attorney, spoke to the Commission about his
Conversations with the Commonwealth.
Hampton Citizens need more education on the crime in the area
The office has partnered with Human Services to address the
criminal behavior at home first and not after the crime has been
committed.
Since last year, he has spoken with over 200 groups including
churches, neighborhood organizations, and neighborhood watch
groups.
The main message of these conversations has been to engage,
educate, and empower the community.
The recurring question at these conversations has been youth
/crime, frustrations with the lack of resources and the school
system.

VI. Dialogue (Ongoing/Old Business)
A. Strategic Issues Update
1. Hampton Neighborhood College (Darren)
o Hampton 101 will happen on September 9th and the focus will be
on residents of Hampton and neighborhood groups.
o Hampton 201 will take place from Oct. 19th-Nov. 4th. More details
with be given at the next Commission Meeting.
2. Home Repair Blitz (Oct. 7) CAPI – (Marybrook)
o We have 28 houses signed up and a lot of them are in serious
disrepair.
o We need more team leaders for the houses. If the Commission
knows any skilled individuals to help, please send them to
Marybrook.
3. ABCD Update (Joe)
o The target areas, Phoebus and Shell Rd., are working together on
next steps and moving the ABCD effort forward.
B. Committee Status Reports on Work Plan Progress
1. Nominating Committee – Jonathan
o We still need more applications from District 1, 6, 7, 8 and a
Business Representative
o Staff has been working on an action plan to improve the
nominating process which include:

3. Youth Committee – The Youth Commission are having their retreat soon
and will report back at the next meeting.

VII. Items by Commissioners
1. Jon Welters noted there are a lot of people who would like to speak to
these neighborhood organizations. He is willing to compile a list of
potential speaks from his network.
2. Virginia Statewide Neighborhood Conference is coming up on September
22-23 in Short Pump, Richmond. The office will cover the registration for all
the Commissioners, but travel expenses will not be covered.

VSNC Sponsorship
o Jonathan requested approval for the $500.00 Neighborhood Improvement
Sponsorship for the Virginia Statewide Neighborhood Conference. Each year
the Neighborhood Commission sponsorship to support the effort of the VSNC
Non-profit Organization.
The Executive Committee approved the $500.00

o Marybrook and Marcie arranged to have the Ad Hoc Committee meet on
Friday, Aug. 11th, to make the amendments to the RNSO Application. They will
have a draft at the next Neighborhood Commission Meeting.

Nominating Strategy
o Jasmine explained to the Executive Committee there are vacancies in
District 6, 7, 8, and the Business Representative. Also there are several
reappointments coming up in District 1, 2, and 9.
Staff decided to change the brochure so it is a trifold card
that can be easily put in your wallet. Staff is pricing it and
Staff has also come up with a list of boards and
commissions, so Neighborhood Commissioners may attend
the meetings and push recruitment.
Jasmine got the website changed and the City Council
Board & Commission online application linked to the
Neighborhood Commission page.
o Staff recommends to the Commission to utilize all contacts within their
network in the meantime to recruit more Commissioners.

Strategic Project Updates:
o Hampton Neighborhood College – NSP (Darren)
Hampton 101 – The next session may be postponed due to a lack of
registrations and the date of the course conflicting with other events.
Hampton 201 – The next session will be 6 courses on Thursday evenings
and Saturday mornings at various locations.
The dates will be Oct. 19th, Oct. 21st, Oct. 26th, 28th, and
November 2nd -4th.
Locations will be announced as the date for the event is closer.
ABCD Workshops – There will be several Asset Base Community
Development Workshops taking place over the next 6 months.
Darren is working on the one for the schools and churches.

I. Grant Applications:
The Committee received a CAP Grant Application from Buckroe Improvement League for
their Arts in the Park Event and a NIF Powhatan Park Neighborhood Watch for a new
neighborhood sign.
After much discussion regarding the recommendation of the two applications, a vote was
taken.
The vote went as follows:

ACTION REQUESTED: Approve the recommendation from the Nominating Committee to
submit a nominee for District 1 Commissioner to City Council for appointment.
Suggested Language for the Motion – “I move that we approve the recommendation
from the Nominating Committee to submit 1 nominee to serve as the District 1
Commissioner.”
BACKGROUND STATEMENT: The Nominating Committee is tasked with presenting a
recommendation for candidates to serve as representatives on the Neighborhood
Commission.
Candidates were selected based on the qualifications and expectations outlined in the
Operations Manual-Chapter 2. After reviewing their applications and interviewing
candidates, the Nominating Committee recommends;

ACTION REQUESTED: Approval of the Executive Committee recommendation of the
Proposed By-Laws Revisions
Suggested Language for the Motion – “I move that we approve the revisions to the
Neighborhood Commission By-Laws”
BACKGROUND STATEMENT:
A highlight of the proposed revision is as follows:
Change the language from “Nine (9) members will constitute a quorum for the
transaction of business, provided that a minimum of five (5) district representatives are
present” to “Nine (9) members will constitute a quorum for the transaction of
business.”
NEXT STEPS (If Applicable): The Neighborhood Commission By-laws will be updated to
reflect the approved revisions and distributed to all Commission members
ADDITIONAL REFERENCE MATERIALS ENCLOSED: Proposed By-Laws Revisions
COMMITTEE RECOMMENDATIONS: The Executive Committee recommends approval of the
proposed amendments.
Section 5. Public Hearings. Public hearings may be held when authorized by a
vote of the Commission. When any such public hearing is to be held, public
notice will be given.
Section 6. Order of Business. At every regular meeting, the order of business will
be set by the Executive Committee. (Reference Neighborhood Commission
Operations Manual, Chapter 5 for the order of business.)
Section 7. Procedure.
a. Nine (9) members will constitute a quorum for the transaction of
business, provided that a minimum of five (5) district representatives
are present. Although the first priority of the work of the Commission is
to strive for consensus, votes of the Commission will be valid when
authorized by an affirmative vote of a majority of those present and
voting (except in regard to the election of officers, reference Article III.
Section 1. d., and the amendment of by-laws, reference Article VIII.).
b. In the absence of a quorum, at the time appointed for the meeting, a
work session will be convened. At the expiration of fifteen (15) minutes
from the time appointed for the meeting, if a quorum is present, the
regular meeting will be convened. In the absence of a quorum at the
expiration of fifteen (15) minutes from the time appointed for the
meeting, the Executive Director will enter upon the minutes the names
of the members present, and the meeting will stand ipso facto
adjourned until the next regular meeting or until a new call is issued in
the regular manner. If it be a special meeting, and the work session will
continue.4
c. If a meeting is to continue beyond ninety (90) minutes, a motion to
continue must be made.
d. Votes of the Commission will be by voice vote. The roll of the
Commission will be entered in rolling alphabetical order, except with
respect to the Chair who will be last. This roll will be used in the above
order in recording all votes, which are required to be recorded.
e. Any member wishing to abstain from voting on any matter before the
body must state for the record during roll call the reason for such
abstention.
f. Upon all procedural questions not covered by the By-laws or State Law,
the general rules of parliamentary procedure (Robert’s Rules of Order,
latest edition) will govern.
