PENINSULA STADIUM AUTHORITY Minutes from September 11, 2017 The meeting was called to order by Jim Wilson, Chair. Others in attendance included: Everett Bensten, Frank Feagan, Wayne Gomes, Sallie Marchello, Ruth Simmons, Tim Smith, Brenda Stokes, and Pat Uribes from the board as well as Henry Morgan, Hank Morgan and Jeffrey Scott from Community Baseball. The minutes from the August 7, 2017 meeting were approved. Sallie gave the Treasurer's report, explaining that the erroneous $50 deposits have been removed. Jim will seek reimbursement from the City on the insurance cost we paid. The latest drawings of the new building are available. There have been meetings with sub- contractors, engineers and Q Design and bids should go out the end of September or early October. Henry and Hank will work on the history for the new building. They will also keep the Apprentice School updated on progress. We will probably be maxed at $3,600,000 for capital improvements and are expecting to spend about $1, 2000,000 on the current project. Jim will meet with Mary Bunting to see how future money will be given out. We need to get costs on future site work. We also have our yearly budget money. The Pilots want to work on the boxes in the stadium. A motion was approved to spend approximately $2,500 for repair to box seats. Henry said that it is about $4,700 for black commercial grade fencing with a four foot gate for right field. Jeffrey said it will be about $1,500 for the pole. The left field fenced area, bull pen, etc. was about $95,000. It will probably be $75,000-80,000to do the right field bull pen area. This will include the outfield wall as a part of capital improvements. Once the site plan is done, we can make plans for our annual allocations. We have approved the batter's eye work but were not able to do it due to pilings issues. Thus the left field work was done. It was moved and approved to void the previous batter's eye motion so that we can move forward on the center field batter's eye. Frank's engineer suggested that we look at a solid surface and a permeable one for the batter's eye so that a presentation with options can be made to the City. He is doing the work gratis. We also approved up to $6,200 for the right field bull pen project. The Pilots met with the Apprentice School. They discussed the fact that batting practice would have to find accommodations in the fall. The new athletic director is Michael Allen. He said they will find a practice field. They are happy about improvements. An initial offer has been made to for us to improve the training room, laundry room, and coaches' office. Cost will be about $7,500. They must have a lease to play here. Henry wants to offer a one year lease while we figure out what we are going to do. The locker room and field of play seem to be priorities for the athletic director. Hopefully, we will receive capital improvement money and/or increased rent as improvements are done. The College of William and Mary is currently practicing here while their field is being sodded. We went into a brief closed session regarding the Coastal Plains League. Frank had Pavement Corporation check out our parking and gives us a proposal for approximately four hundred parking spaces for $250,000.We will wait until we have a site plan (60-90 days) to ask someone to come and discuss paving. Frank brought up a concern about the lack of signage for War Memorial Stadium. Jim will mention that to the City Manager. Raymond Tripp has said that the Coliseum Central BID is willing to help with busing people to games in the future. Our next meeting will be on Monday, October 2, 2017.
