Opening Call to Order The meeting was called to order at 5:00 p.m. A. Roll Call and Verification of Quorum Quorum verified B. Pledge of Allegiance C. Review and Approve minutes of the August 14, 2017 Meeting The Chair asked for consideration of the minutes from the last Neighborhood Commission Meeting. Alice Callahan made a motion to approve the minutes. The motion was seconded by Fred Everett. The Chair called for a vote. Chair voiced, “All in favor please say aye.” Response, “aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. D. Chair Announcements None II. Director’s Report The Director reported: o Hurricane season is here, so now is the best time to have a plan and be prepared.  All Neighborhood Commissioners should carry on this message to their respective neighborhoods.  Staff will have updates and can help Commissioners if they don’t know their evacuation zones. III. Items to be presented by Public None IV. Action Items (Voting Items) A. Consideration of the Recommendation of District 1 Representative The Chair asked for the Commission’s for approval of the recommendation from the Nominating Committee to submit Christy Elliot as the nominee for the District 1 Representative to City Council for appointment. The Chair called for a vote.  Chair voiced, “All in favor please say aye.” Response,“aye.” Chair voiced, “Opposed?” Response – none. Minutes approved. B. Consideration of Quorum Amendment to Bylaws – 1st Reading The first reading of the Bylaw Amendments doesn’t require a vote. A vote will take place at the next Neighborhood Commission Meeting. Discussion: Jon Welters, District 3 Commissioner, noted a majority of Staff versus Commissioners were present at the Executive Committee Meeting when the amendments to the Bylaws was discussed. Jonathan McBride acknowledged Staff recommended the change to the Executive Committee to help alleviate the pressure to have a quorum each Commission Meeting. He also noted Staff is only a support role - If any of the Commissioners notice an improvement should be made to any of the Neighborhood Commission Policies then they may bring it to the attention of the entire Commission. V. Briefings A. Briefings on Neighborhood Commission Work Plan Discussion Update o The notes from the last Work Plan Discussion will be included in next month’s packet. VI. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College (Ann & Jonathan) o Hampton 101 has been rescheduled for December 2, 2017. o Hampton 201 will still be from Oct. 19th-Nov. 4th. 2. Home Repair Blitz (Oct. 7) CAPI – (Marybrook) o We have 29 houses signed up and there is one house that still hasn’t been claimed by a team leader. Marybrook asked the Commission to spread the word and help to find a skilled team leader for the house. 3. ABCD Update (Jonathan) o There is a community action team working in Phoebus to come up with a plan of action. o Jim Moynihan, ABCD Connector, will be the keynote speaker at the Virginia Statewide Neighborhood Conference in Short Pump, Richmond from September 22-23.  B. Committee Status Reports on Work Plan Progress 1. Nominating Committee – Steve Edwards o We still need more applications from District 4, 6, 7, 8, a Marketing Representative and Business Representative 2. Community Appearance, Pride & Image Committee – Fred Everett o The committee is working on grant policy changes and there are a lot of physical grant funds available. 3. Youth Committee – Xavier Williams o The Youth Commission is having their first meeting at 6:00pm. The Commission will vote for the next Neighborhood Commission Liaison. 4. Civic Communications – Marybrook Burchfield o The committee hasn’t met in 2 months and they will regroup once the Registered Neighborhood Serving Organization Program (RNSO). o The Ad Hoc Committee met and made changes to the RNSO Application. The changes will go before the Executive Committee. 5. Neighborhood-School Partnerships Committee - Reported Above VII. Items by Commissioners 1. Jon Welters reported he was a part of the Ad Hoc Committee and during the meeting they discussed having two lists; one with neighborhood organizations and the other with neighborhood serving organizations. o Jon felt the group should be tasked with amending the qualifications of the groups on the list and find the best way to utilize the list. o Jason Price noted the committee worked hard to include organizations, neighborhood organizations and other neighborhood serving organizations, to find the best way to assess the organizations applying. o Steve Bond and Alice Callahan both stated it is important for the Commissioners to get to know the organization who apply, so we can support without concern. 2. Jason Price announced to the Commission the Hampton Police Department is launching the Reset Program. o Volunteers will be trained to share informational material throughout local neighborhoods 24 to 48 hours after a homicide happens. o The materials will include information on positive resources the community has to offer. Training will be by the Hampton Police Department Victim Services Unit and the Youth Violence Prevention Office. o It will be offered on a quarterly basis, with the first being Oct. 2. Call 757-727-8311 to register no later than Sept. 27.  3. Ann Bane reported the Hampton City Schools Superintendent will be sending out his end of the year report with the results of his Look, Listen, and Learn Tour. 4. Xavier Williams inquired about having a joint meeting with the Youth Commission in the minutes from the Executive Committee Meeting. Jonathan informed him the Executive Committee discussed this as a part of the work plan. o Xavier suggested the Neighborhood Commission attend the Youth Commission’s next meeting to discuss this further. A. These changes will be discussed at the next Neighborhood Commission Meeting. Item #2 Joint October Meeting with Youth Commission (Week of October 9th) o We will have a joint meeting with the Youth Commission on October 9th to explore opportunities to partner together on projects of mutual interest. 1  o The Executive Committee would like to push the brochure and Staff will create a flier to pass around when they attend meetings. o Staff is working with City Council Staff to help with this effect and establishing a marketing plan of action. o Staff recommends to the Commission to utilize all contacts within their network in the meantime. Item #3 Strategic Project Updates: o Hampton Neighborhood College o Hampton 201 – The next session will be 6 courses on Thursday evenings and Saturday mornings at various locations.  The dates will be Oct. 19th, Oct. 21st, Oct. 26th, 28th, and November 2nd -4th. o Home Repair Blitz o The Home Repair Blitz will be on October 7th. We are expecting over 300 volunteers who do work on houses in the Old Hampton to improve neighborhoods. o The Civic Communications Committee has one application to review and vote on at their next meeting. o ABCD Update o Shell Road held their convening meeting on September 19th and formed two Community Action Teams to address neighborhood concerns. Item #5 o Reviewed and approved draft agenda for Oct 9, 2017 Neighborhood Commission Meeting Item #6 o Other Business: On October 10, 2017, we will have a meeting about the RV Ordinance that is being considered by city council. Area for the Fall 2017 Home Repair Blitz: A Staff gave a reminder that there is still a need for team leaders and volunteers for Home Repair Blitz on October 7, 2017. II. Reviewed the Powhatan Park CAP Grant Application for “National Night Out” 2017: After much discussion regarding the policy around a fundraising and how the grant is conditionally approved based on the applicants removing "Raffle to raise money for treasury" from their budget narrative. Grant Policy Change Discussion: The Committee discussed amendments to:  The Neighborhood Development Fund Program Overview  Definitions  Purpose of the Funds  Community Action Project Grant portion of the policy Also the Committee was tasked with homework to come up with the best way to incorporate that the grants are seed money and only to help get the neighborhood organizations started in the overview and the purpose sections of the policy.
