Review and Approve minutes of the April 9, 2018 Meeting The Chair asked for consideration of the minutes from the last Neighborhood Commission Meeting. Fred Everett made a motion to approve the minutes. The motion was seconded by Xaiver Williams. The Chair called for a vote. Director’s Report The Director reported:  We have a new member to our Housing & Neighborhood Staff, Anna Hammond.  The Director encouraged the Neighborhood Commission to join the RU On: Urgency of Now Symposium, on March 20th from 6pm-8pm, by setting up a table during the resource fair. o Christy Elliott and Deena Franklin volunteered to set up and take shifts at the table.  The You Make a Difference event will take place on March 24th, 6:00 PM, at the Charles H. Taylor Art Center. III. Items to be presented by Public IV. Briefings A. Briefing on Recruitment & Sharing the Work of the Commission o The Neighborhood Commission has had varying success in connecting with neighborhood groups and residents to support the work going on in their communities. o One reason that is often noted is the lack of clarity and/or consistent messages on what the Commission does, why it exists, and what it needs from other groups.  o Staff recently assisted the Citizens Unit Commission in developing common messages that could be used in educating neighborhood groups and community organizations about the work of the CUC. o Staff recommended that the Neighborhood Commission go through the same process to assist the Commission in recruiting new commissioners to fill vacancies and to encourage neighborhoods to take advantage of services that the Commission offers. o Commissioners were able to articulate the purpose, work, and partnership opportunities that exist with the Commission to outside groups within a 5-10 minute speaking opportunity. V. Action Items VI. Dialogue (Ongoing/Old Business) A. Strategic Issues Update 1. Hampton Neighborhood College (Darren) o Hampton 101: Staff is working on the next spring and fall session. Stay tuned for upcoming dates. o Hampton Leadership Academy: Staff is working on the upcoming session for August. 2. Home Repair Blitz Debrief (Darren Robinson/Jonathan/Fred Everett) o The event went well – 11 houses were worked on and completed with no concerns from any of the participants. 3. ABCD Update (Jonathan) o The target areas, Phoebus and Shell Rd., are working together on next steps and moving the ABCD effort forward. o Staff is working on building more community connectors in both areas. 4. Housing Venture (Jonathan) o Olde Hampton will be having their next Steering Committee Meeting on May 15, 2018 at the Olde Hampton Network Center. o Staff has been working with Pasture Point Neighborhood Organization to development and revitalize a large portion of their neighborhood through asset based development. o Staff has also been working with the Northampton Community to update their neighborhood plans. B. Committee Status Reports: 1. Neighborhood Resource Review o The committee met on May 2, 2018 and discussed possible chairs and Jon Welters was recommended. The committee held a vote and all were in favor of Jon Welters being Chair.  Peggy has agreed to be the Co-Chair of the committee until October.   Kevin Steele has also agreed to take Peggy’s place after October. o Jon Welters agreed to send out a Doodle, electronic survey, to the entire committee member, so they may vote on which day works best.  Once the results from the Doodle come back Jon will report back to the committee. o The committee will review the work plan and the description of the committee until the next meeting. Once the committee reconvenes, they will discuss what the plan is for the rest of the year. o The committee’s upcoming meeting is scheduled tentatively for June 6, 2018. 2. Neighborhood Development & Training o The committee’s first meeting is scheduled tentatively for June 6, 2018. 3. Nominating Committee o The committee has an interviewed scheduled for a potential business representative on May 17, 2018 at 5:00pm. VII. Items by Commissioners o Xavier Williams reported on the Youth Candidate’s Forum went well and if was a wonderful turnout. Workforce Development Initiative – Workers who are most vulnerable to unemployment often face barriers to employment that go beyond just acquiring training and skills. Due to this Workforce Development are changing their paradigm. Successful and sustainable workforce development goes beyond simple job training. 2. Innovation Center – Y.H. Thomas will become the one stop shop for work assistance services with external partners will be working out of the centers to be able to access all the necessary resources in successfully 1  obtaining employment. The tentative launch of the center and the Workforce Development Initiative will be on September 6, 2018 3. ACT Certification - Hampton is a part of the ACT Certified Work Ready Initiative, a national effort focused on building the local workforce through community- based economic development. Under the Work Ready Initiative, men and women can get industry-recognized credentials – a National Career Readiness Certificate - based on their workforce skills. The initiative also gives Hampton access to a large database of occupational profiles, and identifies skills and skill levels needed for businesses that are hiring and training in Hampton. o Rebranding Davis Middle School:  Ann Bane requested funding for two events to promote the renaming and rebranding of Davis Middle School to Caesar Tarrant Middle School. The two events will be the following: 1. Back to School Breakfast 2. Back to School Family & Community Carnival  The Committee suggested partnering with Northampton Civic League and the PTA to apply for grant from the Commission host these events.  Ann will work with the above listed partners and have an application ready for the Resource Committee to review at their July Meeting. o Chair-Elect Candidates:  Steve Edwards, the current Chair of the Neighborhood Commission, has stepped down due to health reasons, so in the meantime Fred Everett, Chair-elect, has agreed to be the interim Chair until he can be voted in on June 11th meeting.  Also the Nominating Committee will work on finding a Chair- Elect. The committee will try to schedule a meeting for next week, tentatively on June 14th. o Website Update:  Community Development Department has created a communication committee to transform the department website as well as the Neighborhood Commission page.  Staff would like to have a focus group of website users to help with this effort which would include some Neighborhood Commissioners. Stay tuned for updates on this. o Nominating Strategy: Summer Priority  There are now vacancies in Neighborhood Districts 1, 4, 6, 7, At- Large, and Faith-Based Representatives. Nominating Committee, as stated above, will have a meeting next week to figure this out along with the Chair-elect discussion. 2   Jasmine is working with Alice Callahan, District 6 Commissioner, and former District 6 Commissioner, Amy Hobbs, to create a strategy of outreach and recruitment of a new commissioner. Item #2 Strategic Project Updates: o Hampton Neighborhood College – NSP (Darren)  Hampton 101 – Staff is working on dates for the fall and spring sessions.  Hampton Leadership Academy – Joe Andrews is working on the next session which will be in August.  ABCD Workshops – o Home Repair Blitz  The next Home Repair Blitz will be on May 5th tentatively in the North Hampton Area and potential have Kraft Elementary School as the headquarters.  The CAPI Committee will bring this to the Feb.12th Neighborhood Commission Meeting. o ABCD Update (Jonathan/Joe)  Joe Andrews is working hard to find more connectors in Phoebus and Shell Rd.  The Boys & Girls Club relocating to Buckroe has surfaces some more connectors in the Shell Rd. area to help move efforts forward. o Housing Venture:  Olde Hampton Steering Committee Meeting is scheduled for June 19th at the Olde Hampton Network Center.  Pasture Point is still working on redeveloping through an asset based model. The organization also met with HRHA on the reinvesting of the housing stock in their neighborhood.  Old Northampton neighborhood organization is still working on updating their neighborhood plan. o Good Neighborhood:  This initiative is on hold until the logistic and how to move forward which the Neighborhood Development and Training Committee will be working on. Item #3 Committee Status Reports 3  A. Neighborhood Resource Review  The committee has approved two CAP grants: One from the Newtown Civic Association for a neighborhood block party and the other for the S.E.E.D.S. Program (See committee minutes for more details).  The committee’s next meeting is June 6th. B. Neighborhood Development Training  The committee is also having their next meeting on June 6th. C. Nominating Committee (Jasmine)  See report above Item #4 Reviewed and approved draft agenda for June 11, 2018 Neighborhood Commission Meeting Item #5 Other Business Also Staff is working with the United Methodist Church to put on the Great Day of Service which will consist over 400 volunteers working at different 8 sites in Older Hampton and Wythe neighborhoods (Cleaning alley ways, litter, etc.). The events will take place on June 16th, 1pm-5pm. The Committee Reviewed the following grant applications: Considered CAP grants for: 1. S.E.E.D.S. 2018 – The Aberdeen Garden’s Civic and Historic Association is hosting the S.E.E.D.S. (Strengthening and Enhancing Education to develop Dynamic Students).  They are requesting $8,725.00 – This is a combination of 5 CAP Grants in 1 (4 CAP Grants for $2,000.00 and 1 for $725.00). 2. Newtown Improvement & Civic Club, Inc. Block Party: New Beginnings  They are asking for $1,897.00. II. Result/Discussion 1. S.E.E.D.S. 2018 - After questions and much discussion, the Committee approved the grant requests with a reduction of which amounts to $4,362.50 for the 6 sites, the same ones utilized last year, in accordance with the annual reduction condition in the Neighborhood Development Fund Policy. And $2,000 for the 7th site, which is new this year, for a total of $6,362.50.  Also as a condition of the Neighborhood Development Fund Policy, the Committee required that each site of the S.E.E.D.S. Program be sponsored by a Registered Neighborhood Organization (Currently, Aberdeen Garden’s Civic & Historic Association is registered, so they only need 6 more).  The Committee suggested having the current hosts of each site to register or bring 6 new neighborhood organizations to register. 2. Newtown Improvement & Civic Club, Inc. Block Party: New Beginning – The Committee approved the grant with the condition the organization Page 1 of 2  remove the cost of the physical improvements/repairs which results in a reduction of $574.00 for a total of $1,323.00. S.E.E.Ds Grant Application Response Letter: The Chair submitted a letter in response to the S.E.E.Ds grant. II. Grant Policy Amendments: The Chair asked the committee to review the current marked up grant review policy and list questions and items that need to be reviewed at the later meeting. There were not enough members present to makes changes.  The committee reviewed the document and discussed changes and agreed to work together in a google document to complete further changes to be discussed at the next meeting.  The chair would like to have a completed revised document at the end of the next meeting. o Items to review/discuss:  Multiple registered neighborhoods applying for one project.  Prizes/Giveaways v. Promotional Materials  The Commission and Committee’s ability to suspend the grant policy to make a decision.  Newly revised RNO definition should be included in the document. RNO process should be referenced or noted.  Do you need to be registered to apply?  The by-laws and Commission manual should be referenced in the document. III. A ACTION REQUESTED: N/A BACKGROUND STATEMENT: The Office of Public Relations & Marketing is highly focused on effectively promoting the Hampton School Division...its students, faculty and staff. This department publishes all of the district's marketing and promotional brochures and newsletters, and also serves as the public relations arm of the district. The executive director serves as the school division's official spokesperson, while the department works with print, broadcast and social media to highlight the many accomplishments of Hampton City Schools. The Public Relations & Marketing Department also oversees the division's cable television station WHCS Channel 46, the Graphics Department, Printing & Records Management and Athletics. ACTION REQUESTED: Election of the Chair of the Neighborhood Commission BACKGROUND STATEMENT: Due to the resignation of the chair, Steve Edwards, the Commission is in need of electing a Chair to serve the unfulfilled term. Fred Everett has served as the Chair-Elect and has been with the Neighborhood Commission since 2016. Fred Everett has indicated that he is willing to serve as the Chair. Nominations will also be taken from the floor.
