The public is invited to attend meetings and to observe the work and deliberations of the Neighborhood Commission. The public may also address the Neighborhood Commission during the agenda item “Items to be Presented by the Public” by signing up to speak. The sign-up sheet will be available to the public until the agenda item “Items to be Presented by the Public” is reached in the course of the meeting. Speakers will be recognized in the order in which they sign up and are asked to limit their comments to 5 minutes. Hampton Roads Social Justice Conference— April 10-12, 2023 a. April’s NC meeting deferred to allow for conference attendance. B. Community Plan update – a. Community Checkpoint was held on Feb 15th @ MWJNC with more than 100 people attending; there are still upcoming opportunities to get involved. C. The City will host a public meeting to hear from citizens regarding a proposal from DHDP that included a relocation of the historic carousel in downtown. D. The City will host upcoming sessions regarding next fiscal year’s budget. E. Stayed tuned for an upcoming briefing from the Downtown, Phoebus, and Buckroe Water Plan as it becomes finalized. III. Roll Call a. Quorum verified b. Meeting began at 5:05p. II. RNO Application Review a. The committee reviewed 4 RNO applications for approval. i. Northampton Community Connection- Peggy and Whitley met with the organization. NHCC received a letter of support from the North Hampton Civic League to become an RNO. The NHCC plans to hold a community event the last weekend of April 2023 and appear to be an engaged community organization. Staff recommended approval. Joe made a motion to vote to approve the NHCC as an RNO. Kathy seconded. The approval was met unanimously. ii. Riverdale Regional & Civic Association - Joe made a motion to approve the RRCA as an RNO and Steve seconded. The approval was met with a unanimous vote. iii. Phoebus Partnership - Kathy made a motion to approve them as an RNO, Steve seconded. The approval was met with unanimous approval with the exception of Joe who abstained from voting. iv. Tides at Newmarket Creek HOA- Staff noted an overlap geographically with GACC. Peggy will reach out to help Michael Harper broker an understanding between the two groups and see if a letter of support can be drafted similar to NHCL and NHCC’s relationship. III. Discussion and Action Items a. Goncalo presented staff’s proposal for the new RNO application process to be finalized this Spring 2023. He said staff were working on creating a workshop for RNOs to attend and learn more about the “grant” process. It would be an open house format for both funding opportunities. He said it would be essential for commissioners to be present and help with the workshop. He said the tentative date for the workshop would be April 4th from 4pm to 7pm. b. Gabby recommended that commissioners arrive early so that they can learn about the details of the funding opportunities, as they may not be aware of all the nuances of the program. c. The City Attorney’s Office offered guidance that to continue to market the NDF as a grant program, need to modify eligibility details for applicants (i.e., individuals cannot be the grant recipient). Thus, applicants will need to either partner with an organized non‐profit or be an organized non‐profit (registered with the SCC). IV. Status Updates a. Grant Submissions i. A visit from the Olde Wythe Neighborhood Association concluded the Resource Committee session. Steve McGeorge, Charlie Edmondson, Mike McHenry, and Alan Kemp presented their vision for a series of electronic marquees/signs for their neighborhood. ii. They plan to apply for Spaces and Places funding to pay for it. They showed some mock-ups of the proposed locations with the signs photoshopped into place. They said messaging for the signs would be limited to a select number of people on the board of their organization. iii. The messaging would be public service announcements for their neighborhood. They also said the signs would not face any homes. Total cost is estimated at $97109 (estimates came from Copeland Park and Watchfire). They did not feel social media or an Olde Wythe Neighborhood app, two substantially lower cost solutions, would be the right fit for their neighborhood. V. Other Business a. None. Grab your scripts... 4 Resolution In Recognition Of Michael Harper WHEREAS: Michael Harper has faithfully and honorably served the citizens of Hampton as the District 10 neighborhood representative to the Hampton Neighborhood Commission from July 2019 until April 2023; WHEREAS: Michael Harper was a proud community member within the Greater Aberdeen community; WHEREAS: During his tenure, Michael advocated for greater communication between neighborhood organizations within his district, particularly among neighborhood watch groups throughout Aberdeen; WHEREAS: Michael Harper also was a vocal promoter of opportunities for intergenerational learning and engagement; WHEREAS: Michael Harper worked tirelessly to create partnerships that would expand opportunities for youth to flourish and discover career pathways in science and technology; WHEREAS: Michael Harper served actively on the Resource Review Committee of the Neighborhood Commission and during his tenure, worked with the committee to revise the Registered Neighborhood Organization program, revise and launch the Places and Spaces and Community Connections grant programs, help create promotional materials geared toward neighborhoods, and to connect community organizations to local resources; WHEREAS: Michael Harper concurrently served on the Planning Commission and Neighborhood Commission; WHEREAS: Michael Harper can reflect on the accomplishments of this Commission during his tenure as a concerted effort of the Commission, staff, and the citizenry in improving civic engagement throughout Hampton; WHEREAS: Members of the Neighborhood Commission and staff sincerely respect and hold Michael Harper in the highest regard; and WHEREAS: The Neighborhood Commission, staff, and the citizens of Hampton have benefited tremendously from Michael Harper’s commitment and devotion during his tenure on the Commission. NOW, THEREFORE, BE IT RESOLVED that the Hampton Neighborhood Commission and neighborhood staff do hereby officially commend District 10 Neighborhood Commissioner Michael Harper for his outstanding service to the citizens of Hampton and do extend their gratitude for his dedication and service to the Hampton Neighborhood Commission.
