Parks, Recreation & Leisure Services Advisory Board Meeting Minutes Wednesday, November 6, 2019 | 6:30 p.m. | 5th floor City Hall, Canty Conference Room Members Present: Shawn O’Keefe, Steven Raudman, Kathy Dermanis, Dr. Norman Merrifield, Jennifer Colton Members Absent: None Staff Present: David McCauley, Alison Eubank Guest(s) Present: Jacob Sherwood Opening Business  Welcome, Introductions and Call to Order – Shawn O’Keefe called the meeting to order at 6:30 p.m.  Approval of September 4, 2019, Minutes – Director McCauley moved, Dr. Merrifield seconded and the minutes were approved.  Director’s Update – Jennifer Parker and William Kotheimer will be nominated for the Parks, Recreation & Leisure Services (PRLS) Advisory Board at the next City Council meeting. Guest Speaker: Mr. Jacob Sherwood will talk about our Captain Improvement Plan. He’s been with the City for 13 months; prior air force experience. New Assistant City Attorney, Kendall Bynum has been reviewing PRLS bylaws. A total of nine members are acceptable; board members concur that seven members are sufficient. Thanked board members that came out to the River Street Park mingle by the river on October 2, 2019. An intimate space designated for citizens to enjoy along the Hampton River featuring a kayak launch and dock. The “No Crabbing” signs have been removed. The statistically valid portion will go out in about two weeks. After approximately ten days, and receiving responses, one will be opened to the general public for two-three weeks. The next MP meeting will be January 2020, to share information, discuss feedback and identify priorities going forward. Director McCauley will ask MP lead, Art Thatcher (GreenPlay) to share the current status, information received from the kickoff, etc. at the next advisory board meeting on December 4, 2019. CIP - Buckroe Boardwalk – Alison Eubank A public meeting was held on October 10, 2019, a little over 100 people attended. A survey was given out; 94 were returned. Survey is open on line for 2 weeks. Information from the public meeting and survey will be combined and presented to council next week for guidance. NOTE: Jetties will not be directly part of the Buckroe Boardwalk project; that will fall under the Beach Nourishment project. The department is currently working with our water resources engineer for these types of issues. Jacob Sherwood Presentation - Budget Analyst in the City Manager’s Office, Budget Division and the CIP coordinator for the City this year. Mr. Sherwood covered what happen in FY20 with the Captain Improvement Plan for the City and the FY21 development and challenges. He will brief City Council in December on the FY21 development; council work session the following month. In February a public hearing will be held where you can voice any concerns you have for FY21. Director McCauley is a member of the City’s CIP committee. Related items brought before the PRLS Advisory Board are presented to the CIP committee. Director McCauley and Mr. Sherwood are on the Financial Sustainability Work Group (FSWG). Three items of interest Director McCauley will present as recommendations to the FSWG: 1. J.T. Wilson Fishing Pier / Raising Membership fee (minimal increase) 2. Golf courses – Woodlands & Hampton / Raising Green & Cart fees (minimal increase) 3. Standardize fees at Community Centers Also discussed Member / Non-member rates (different rate for non-member) Looked at different ways to self-sustain in lieu of increases such as reducing manning hours (already minimal hours); golf carts, leasing verses owning (we already lease which is the best financial course). On October 27, 2019, an oil spill near the mouth of the James River drifted to Outlook Beach at Fort Monroe. The beach was closed for about a week. Multiple agencies responded: Coast Guard, Department of Environmental Quality, Fort Monroe Authority, National Oceanic & Atmospheric Administration and the Health Department. It was a good collaborative effort. Coast guard did clean up on water and beach. It was not significant enough to use the absorbent. On November 1, 2019, an Orientation for Langley Spouses’ was held. Information and resources were provided along with visits to Hampton City schools. They were impressed with what the City has to offer. December 7, 2019, Light the Lighthouse at Buckroe Beach. Santa will be there again this year. Plan to request two other judges from the Neighborhood Commission. Darling Stadium handicap ramp has been fixed At the Hampton Clean City Commission 41st Annual volunteer Celebration Kathy Dermanis received two awards for all her outstanding work in Environmental Education. Fox Hill Community Center Update - There is a Community work group meeting tomorrow; trying to find an option that fits within the budget. Tentatively to be discussed at council in December. Lights out around Buckroe Park – Park Facilities and Public Works went out for maintenance. Most are Dominion Virginia Power (DVP), some Hampton and some privately owned. Once the Buckroe renovation project is complete all the lights will be new. Director McCauley will look into the traffic studies (4) done for First St., Second St. and Pembroke Ave. areas.
