This is a proposal by the City of Hampton to Amend And Re-Enact Chapter 1 of the Zoning Ordinance Of the City Of Hampton, Virginia Entitled “General Provisions” By Amending Section 1-18 (1). Approval of this amendment would allow commercial communication towers, utility infrastructures/structures to house government functions, and utility buildings/substations to have an increased fence height of up to six (6) feet in the front yards of R, MD, and RT districts. B. Use Permit Application No. 18-00002. This is a use permit application by Alisha Spratley- Thomas to permit the operation of a private driving school for approximately twenty (20) students at 66 W Mercury Boulevard [LRSN: 8005697]. The property is currently zoned Neighborhood Commercial (C-1) which allows for private schools with a use permit. The Hampton Community Plan (2006, as amended) recommends commercial uses for this site. The North King Street Master Plan (2007) also recommends commercial uses for this site. C. Use Permit Application No. 18-00004. This is a use permit application by Sandra Mitcham to permit a Commercial Day Care 2 for up to 35 children in the Hampton Woods Plaza at 1184/1186 Big Bethel Road [LRSN: 4002763]. The property is currently zoned Neighborhood Commercial (C-1) which allows for a Commercial Day Care 2 with a use permit. The Hampton Community Plan (2006, as amended) recommends commercial uses for this site. D. Capital Improvements Plan for Fiscal Years 2019-2023. The recommended five-year schedule includes additions and improvements to the City’s capital assets. Recommended projects may be included in one of the following expenditure categories: Educated and Engaged Citizenry; Living with Water; Good Government; Safe and Clean Community; Economic Growth; Place Making; and Family Resilience and Economic Empowerment. Cost estimates for the recommended projects in the five- year Capital Improvement Plan total $288,706,286. Funding sources may include: Economic Development Fund, General Fund; General Obligation Bond Proceeds; Stormwater Fund; Urban Maintenance Contribution; VDOT SMART SCALE Funds; VDOT Congestion Mitigation and Air Quality Funds; Urban Development Action Grant; Hampton Roads Convention Center Fund; and the Wastewater Fund.
