V. Public Hearing Items A. Zoning Ordinance Amendment No. 18-00002. This is a proposal by the City of Hampton to Amend And Re-Enact Chapter 9 Of Zoning Ordinance Of The City Of Hampton, Virginia By Amending Section 9-34 Entitled “District Provisions” pertaining to small projects considered to be compliant with flood zone requirements, and By Amending Section 9- 37 Entitled “Definitions” by adding a definition for regulatory flood protection elevation. Approval of this amendment would allow the review, in advance, of small projects so as not to be required to obtain individual permits; the addition of the definition would clarify a previously undefined term. Zoning Ordinance Amendment No. 18-00003. This is a proposal by the City of Hampton to Amend And Re-Enact Chapter 3 Of The Zoning Ordinance Of The City Of Hampton, Virginia Entitled “Uses Permitted” By Amending Section 3-2. Approval of this amendment would add tattoo parlors to the Phoebus Business District (PH-1) in the use table as an allowable use with an approved use permit. C. Zoning Ordinance Amendment No. 18-00004. This is a proposal by the City of Hampton to Amend And Re-Enact Chapter 9 Of The Zoning Ordinance Of The City Of Hampton, Virginia By Amending Section 9-23 Entitled “Modifications to Permitted Uses” pertaining to permitted retail sales conducted outside of an enclosed building in the Coliseum Central Overlay District (O-CC). Approval of this amendment would allow mobile food vendors to operate as an accessory use to a hospital when authorized by Section 34-7 of the City Code. Comprehensive Plan Amendment No. 18-00001. This is a proposal by the City of Hampton to consider amendments to the Hampton Community Plan (2006, as amended) to update several sections of the Community Plan to reflect the City’s commitment to resiliency: Visions and Goals; existing land use conditions, anticipated future land use conditions, and land use policies in Land Use and Community Design; natural hazards, flood control, and anticipated future conditions in Environmental Stewardship and policies in Housing and Neighborhoods, Community Facilities and Transportation. The proposed changes would provide background information and maps on resiliency, current and future anticipated conditions in the City that may be affected by resiliency efforts, and formally adopt goals and Land Use and Community Design policies reflective of the Resilient Hampton Phase I report Living With Water: A Holistic Approach to Addressing Sea Level Rise that was endorsed by City Council in January 2018. The public is invited to attend meetings and to observe the work and deliberations of the Planning Commission. The public may also address the Planning Commission on public hearing items by signing up to speak. Public hearing sign-up sheets will be available until the specific item is reached during the course of the meeting. Speakers will be recognized in the order in which they sign up and are asked to state their name and address, to limit their comments to 3 minutes, and to avoid repeating comments made by previous speakers. As a courtesy to others during the meeting, please turn off cellular telephones or set them to vibrate.
