Minutes of the July 19, 2018 Planning Commission Meeting IV. Public Hearing Items A. Zoning Ordinance Amendment No. 18-00005. This is a proposal by the City of Hampton to Amend And Re-Enact Chapter 2 Of The Zoning Ordinance Of The City Of Hampton, Virginia Entitled “Definitions” By Amending Section 2-2. Approval of this amendment would add the definition of pharmaceutical processor to the Zoning Ordinance. A pharmaceutical processor is defined by the Code of Virginia to be a facility licensed by the Virginia Board of Pharmacy which is authorized to cultivate Cannabis plants intended only for the production of cannabidiol oil or THC-A oil, produces cannabidiol oil or THC-A oil, and dispenses cannabidiol oil or THC-A oil to a registered patient or legal guardian. This item is proposed in conjunction with Zoning Ordinance Amendment No. 18-00006 to add pharmaceutical processor to the use table. B. Zoning Ordinance Amendment No. 18-00006. This is a proposal by the City of Hampton to Amend And Re-Enact Chapter 3 Of The Zoning Ordinance Of The City Of Hampton, Virginia Entitled “Uses Permitted” By Amending Section 3-2. Approval of this amendment would add pharmaceutical processors to the Light Manufacturing District (M-2), Langley Flight Approach Mixed Business and Manufacturing District (LFA-2), Langley Flight Approach Limited Business I District (LFA-4), Langley Flight Approach Limited Business II District (LFA-6), Hampton Roads Center North District (HRC-2), and Fort Monroe North Gate District (FM-3) in the use table as an allowable use with an approved use permit. A use permit will require a public hearing for any pharmaceutical processor proposal at both the Planning Commission and City Council prior to City approval of the use and will allow the City Council to impose site-specific conditions upon the use. This item is proposed in conjunction with Zoning Ordinance Amendment No. 18-00005 to add the definition of pharmaceutical processor to the Zoning Ordinance. Page 1 of 2 C. Use Permit Application No. 18-00005. This is a use permit application by Lankford and Joyce Blair to permit a bed and breakfast 2, which would permit events to be hosted in conjunction with the bed and breakfast, at 232 S Armistead Avenue, which is at the corner of Armistead Avenue and Lee Street [LRSN: 2001912]. The property is currently zoned One-Family Residential (R-11) which allows for a bed and breakfast 2 with a use permit. The Hampton Community Plan (2006, as amended) recommends mixed use for this site. Speakers will be recognized in the order in which they sign up and are asked to state their name and address, to limit their comments to 3 minutes, and to avoid repeating comments made by previous speakers.
