Peninsula Stadium Authority Minutes November 4, 2019 The meeting was called to order by Jim Wilson, Chair. Others in attendance included: Frank Feagan, David McCauley, Randy Price, Wayne Gomes, Sallie Marchello, Brenda Stokes, Lola Perkins, Jim Goodbody and Linda Williams from the Board. Henry Morgan from Community Baseball was also in attendance. The October Minutes were approved by Randy, seconded by Frank and approved by the Committee. Treasurers report was presented. The new balance is $83,796.04. Current Insurance policy for the Stadium-the assessment has been completed with a $9MM range. Jim has supplied Towne Bank Insurance Co. with total square footage and construction information for all the new updates. They will be getting back with him once they have completed the updates on their end. We expect to see an increase in the cost of the policy. Jim has asked Community Baseball to include the Peninsula Stadium Authority and the City of Hampton under their Liability policy. Henry will add PSA & the City to his policy. Lola reported that the lightning insurance claim has been settled with a final check in the amount of $15,916.21. A check in the amount of $2,155.41 was received previously making the total amount received $18,071.62. Jim welcomed our newest Committee member, Jim Goodbody. On October 23rd, 2019 the Hampton City Council re-appointed Frank, Sallie and Jim Wilson to the Peninsula Stadium Authority Board. Frank is still working on the cost estimate for the new proposed Tiki Tavern. He is also looking into the cost of a concrete floor versus wood floor as the concrete floor would be less future maintenance. Infield drainage work has been done and the field is now ready for the Artificial Turf to be installed. Turf is expected to be installed within the next 2 weeks. Outfield work has been completed and the sod is scheduled to be installed later this week. By mid-November the Baseball Field should be completed. The chain link fence should be installed by mid-November. Public Works will be re-working the drainage ditch behind the Outfield wall in late November. The old Scoreboard and pole foundations have been removed thanks to Hampton Public Works. Henry wants to thank Public Works and Parks & Recreation for all their work. New building concrete for the second floor was poured last Friday. There are some issues with lights not working due to Contractors nicking the line while working on the field drainage. They are working on correcting the problem. Henry's loan was approved by Bayport Credit Union last Friday for the Artificial Turf. Randy motioned to purchase the piece of equipment known as the Groomer to maintain the Artificial Turf not to exceed $2000 upon approval of the Peninsula Pilots. Frank seconded the motion and it was approved by the Committee. Sallie received a bill from the City of Hampton for Police Support for several of the 2019 games. A check was written and will be sent to the City in the amount of $1588.00. There has been some problems receiving mail for Peninsula Stadium Authority which has caused a delay in sending payment to the City. The problem has been resolved. Lola presented the Committee with a draft of the Bylaws. She went over all the revisions in the Bylaws with us and will draft a final one for us to vote on in the December meeting. Jim presented the Committee with an Outside Funding Request to the City. The request is for the standard base budget to increase to $115,000 to cover additional insurance policy payment and Police service for safety reasons. In addition, $75,000 is being requested to keep the Stadium operational for the next 20+ years. The total request is for $190,000. Jim is deferring the discussion of Winter Projects until the December meeting. The meeting was adjourned by Jim. The next meeting will be December 2nd, 2019.

Peninsula Stadium Authority Meeting November 4, 2019 Noon, War Memorial Stadium Conference Room AGENDA Approval of the October 7, 2019 Minutes Review of Treasurers report. Update on our efforts to update our current Insurance Policy for War Memorial Stadium. Update to fill positions on the Peninsula Stadium Authority Discussion on the following Projects. The proposal we reviewed last month on the changes to the Tiki Plaza area and the Deck area on the third base side. Baseball Field Infield Drainage Work, Installation of the Artificial turf in the infield Outfield Work Progress with the Grading, soil mix. Irrigation system, Warning track work and installation of the sod. New Outfield chain link fence will be installed in mid-November. City of Hampton Public Works, Division of Drainage Maintenance will be reworking the drainage ditch behind the outfield wall in late November. Special Thank you to Hampton Public Works for the removal of the Cinderblock outfield wall and the Old Scoreboard and pole foundations. Discussion and update from Lola Perkins on our By-Law Changes and plans to establish a new lease between Community Baseball and the Peninsula Stadium Authority. Update from the Peninsula Pilots Discussion for the City of Hampton Budget for FY 22 for the Peninsula Stadium Authority Old Business, Discussion of Winter Projects, consider defer to our December meeting. New Business Next Meeting will be Monday December 2, 2019 at War Memorial Stadium
