Peninsula Stadium Authority Minutes March 1st, 2021 The meeting was called to order by Jim Wilson, Chair. Others in attendance included: David McCauley, Jim Goodbody, Frank Feagan, Wayne Gomes, Brenda Stokes, Lola Perkins and Linda Williams from the Board. Absent from the meeting were: Randy Price, Sallie Marchello and Kiufordis Khasidis. In attendance from Community Baseball were Henry Morgan and Hank Morgan. Also in attendance was Honorable Mayor Tuck. The December 7th, 2020 Minutes were approved by Brenda, seconded by Jim G and accepted by the Committee. The Treasurers report was presented by Frank with the only addition of a couple of deposits bringing our new balance to $127,756.10. Update from the Peninsula Pilots: The 2021 Season starts on May 29th with a total of 30 games with an additional 16 weekend games played by High Schoolers. The Covid rules will still be in effect for this season’s attendees, which is 30% or 1000 whichever is less. Community Baseball is still looking for area High School fields to use for overflow capability. This will help keep the revenue from Hotels and restaurants in the City of Hampton. Pilots have been busy with completing the work on the new Party Deck and making it handicap accessible, Out Field pre-emergent treatment, fertilizing the rye grass and completing the indoor Batting Cage area. Mayor Tuck spoke about the visit from the City Council Members on December 9th, 2020. They were expecting to see more progress and want to know what the cost of improving the Locker Room would be. There are many issues to resolve in the Locker Room such as: Mold & Mildew, space too small, laundry facilities and improving overall appearance. Henry and Frank will be working on an estimate to give to Mayor Tuck. Lola spoke about the Procurement guidelines for Audit services. The Committee does not need to vote to proceed with hiring someone to perform the audit, however, we do have to follow the City Procurement guidelines at a cost to the Peninsula Stadium Authority Budget. Questions were raised about using the City Audit program/process but in order to do that the City would have to be the official PSA Agent. The downside/difference to that would be that the City would take control of the money and there would not be a need for a Treasurer. This would not be a conflict of interest because they would only be taking care of administrative functions. Lola will do more research and discuss again at our next meeting. As of this time, the Audit is on hold. The Dedication of the New Building has been moved to May 2021 with the exact date to be announced at the April meeting. Jim W. met with Community Baseball and Q-Design recently to discuss the issues of protecting spectators while standing in line at the Concession Stand, possible ideas for improving the locker room, wording of Safety Signs and preparing a Warranty Report for the new building. The warranty for the new building is due to expire July 2021 and Jim W. stated the facility has not been used to it’s fullest usage yet because of limited use due to Covid-19 restrictions. Jim W. stated the PSA, Community Baseball and Q-Design need to work together to prepare a Warranty Report on the new building, prepare Liability Protection Signage and research various methods to protect spectators from foul balls by the new building. A motion was made by Frank to move forward and establish a Services Agreement with Q-Design to resolve the existing issues for a Warranty Report, Liability Protection Signage and research various methods for Spectator protectives. The motion was seconded by Brenda and approved by the Committee. The Field light problem will be looked at early this week by the electrician to resolve this problem. City of Hampton will still be helping with the Lightening protection and the gates and barricades for the parking lot. Henry requested that the PSA pay for the purification system for the locker room and restroom for players. He received an estimate from Tommy Garner Heating and Air for $2130. This will cover a space of 2800 sf. Brenda made a motion to pay $2130 for the system and installation. The motion was seconded by Frank and approved by the Committee. New Business: Henry would like to use the two brick walled areas in the new batting cage area to display the history information of the Stadium. He also asked if Lola could find out if a permit would be required if they were to host a 1 hour post game event. Jim W. asked if Peninsula Pilots wanted to hire the City Police for this season’s traffic control. Henry will think about it. Jim also mentioned purchasing temporary signs to post warning of foul balls. David is going to look into possibly using the City signage department to help with this. The American flag will need to be replaced and we will talk more about at our next meeting. Meeting was adjourned by Jim W. Next meeting will be Monday, April 5th.
