HAMPTON ELECTORAL BOARD Meeting Minutes March 10, 2021 Opening The Electoral Board was called to order by Chair Fred Everett at 1:15 pm. Present Chair, Fred Everett, Vice Chair, Rebecca Winn, Secretary Margaret Wilson and Registrar Tara Morgan. Open Issues The February 2, 2021 minutes were approved as read. The Registrar said there was a possibility that the local Security Plan would have to be resigned since there was a change in Board members. An extension was requested to complete the Equipment Security Plan. The Registrar has completed her portion of the plan and has sent it to the city IT Department for completion. The Electoral completed a local Risk Audit on Saturday, February 13th. The State Audit was completed on February 24th. No discrepancies were found in either one. The new Registrar Office may be completed in May. However, the office cannot be moved 60 days prior to an election, consequently the move must be completed by July 31st. Vice Chair Rebecca Winn was sworn in on February 5th. It was stated that the General Assembly has passed a law that all elections will now be held in November beginning in 2022. New Business The Board of Elections are in discussion on how to count absentee ballots by precincts and to get the results on election night. The ballots may have to be ordered. District ballots by precincts will be costly, There will be early voting for the June 8th Primary. It was discussed to have the voting at 1919 Commerce Drive. The Registrar will visit the other absentee site to see if early voting is possible. A decision need to be made on whether or not to have early voting on Sunday. The Registrar will ask the other regional Registrar’s about having the voting on Sunday. The Secretary will check with Barbara Tabb at the VEBA. There is no uniformity for drop boxes inside the building. It was stated that jail has cameras new the courthouse and if the drop box can outside. It was also mentioned that perhaps the boxes have cameras. After much discussion, the Registrar will look at the rules on where the boxes can be placed and will send the board the results of her findings. A new election official at Forrest Precinct filed a grievance against the Chief. The grievance will be sent to the Board prior to the April meeting. The Statement of Results was not signed. There is statement in writing and will be discussed in a closed session. Adjournment The meeting adjourned at 2:45.
