All voted and the motion passed unanimously. Melissa presented the Treasurer’s report based on the Old Point Bank Statement (including five checks totaling $30,197 and a balance of $221,123 on April 30, 2023). A motion to accept the April report was made by Jim G. and seconded by Frank. All voted and the motion passed unanimously. Locker Room Renovations PSA needs to respond to Woolpert’s question about whether we understand and accept the impacts to the playground, play area, and sewer line at the rear of the building. They cannot move forward with the next step in the design process until they have this confirmation. Angela and McCord led a discussion of the following. For the playground – the structure itself is not impacted by the renovation. However, we need more detail on the required fall zones for the playground. Who installed the playground initially and did they identify the required fall zones? For the play area – the mini ball field in the play area will be impacted. Are we prepared to either redesign something in the remaining location or relocate the mini ball field to a different location? 2 5/14/2023 For the sewer line at the rear of the building – Woolpert is not able to make the rear wall a flat line because it is a load bearing wall. Some other ideas have been floated regarding potential changes. Discussion centered on revisioning the play spaces and reorienting the locker room addition. A motion to request Woolpert (the architect) to consider shifting (rotating) the addition to minimize the impact on the play areas and the sewer line (including removal of the bump out and straightening the back wall) was made by Sally and seconded by Frank. All voted and the motion passed unanimously. ODU Dugouts This item is on the agenda just an update for now – we are still in the process of gathering information from ODU, the City, and potential contractors. If all of this information is ready before our regular June meeting, we may want to call a special meeting to discuss this item. 75th Anniversary Event / Commemorative Coin • A much smaller / less expensive ceremony is scheduled for opening day. • On opening night, we will have BBQ dinner; short remarks by Wayne, Mayor Tuck, Henry; and Mayor throw out the first pitch. • A special photo will be distributed. • Guests will include: o City Council members and staff o City Manager and staff o Select City of Hampton staff o PSA board members o Community Baseball • 100 coins will be provided to the Pilots for distribution to their special suppliers, vendors, and friends. History Wall • The History display is progressing with banners and murals. • Completion of the project has extended to July 1, 2023. • The City of Hampton is paying for the project. Peninsula Pilots Updates • Turf for the sponsor box improvements is on the way. • The new concession stand will be used for food service including seafood offerings. Beer and drinks will be served in the Tiki area. Health inspections are scheduled for all concession areas. • Fan Installation – Matt reported that the fan contractor still needs to prepare/complete structural analysis to address City concerns. • Wayne asked if the Pilots were properly staffed for opening day. Wayne share a City sponsored staffing alternative for youth. • Playground and Elevators will be monitored during games. The upstairs patio will continue to be posted as “21 and over”. • Off duty Police will be present at all games. • The Pilots continue to recruit host families. All that is necessary – is a bed! New Business 3 5/14/2023 • On the agenda we listed “organizational structure discussion” and really this is just meant to reflect some of the big picture discussions that have come up during our regular meetings – for example, some have expressed a desire for a better understanding of the different roles and responsibilities of PSA, the City, and Community Baseball. We are not sure if this will be on the June agenda or perhaps a special meeting item if one is scheduled for the ODU Dugouts - but just wanted to bring this up so we can start thinking about the types of questions we have on this topic and what we see as the desired outcome. Give some thought to what you see as your role as a PSA member – why do you like being on the board and, ideally, what role do you see PSA playing with respect to War Memorial Stadium and are there aspects of the current framework that you think should be changed? • Capital Broadcast is the new league owner. No changes have been identified yet; however they may request continuation of insurance for 3 years beyond the lease. The PSA / Pilot lease is due to be renegotiated in the near future. • Jim W. reported that the gates were scheduled to be completed prior to the start of the season. Training vehicular traffic with the use of bollards in the remaining open spaces was discussed. A motion to reimburse Community Baseball for renting bollards for three months for $8,109 was made by Jim W. and seconded by Sallie. All voted and the motion passed with 7 votes supporting the motion (Wayne, Garth, John, Sallie, Malik, Ruth, and Jim W.) and 4 votes against the motion (Randy, Frank, Jim G., and Melissa). The Chair adjourned the meeting at 1:10 p.m. Next regular meeting on June 5, 2023, at 12:00 (noon) War Memorial Stadium.
