The meeting was called to order by the Chair at 12:00 p.m. Roll call was conducted, and six voting
members were present; there was a quorum.
Minutes
A motion to accept the October meeting minutes was made by Randy and seconded by Ruth. All voted
and the motion passed unanimously. Garth reminded the Board members that the October meeting
minutes included the full 2024 season outlook for the Pilots.
Locker Room Update
Jake Hughes, Ritchie Curbow, VP Operations, presented an update for the locker room project. The
project is on schedule with mid-February completion. Jake provided some additional details:
• Exterior cinderblock change may be necessary alleviate a schedule impact
• Currently working on footings in the addition; roof; brickwork; and HVAC rough-in
• Playground fences needed to be moved / playset rotated
o Ritchie Curbow is going to provide a quote for completing playground work that was not
contemplated in the original scope
Treasurer’s Report
John presented the Treasurer’s report that included 2 approved expenses totaling $342 (one Otis invoice
– monthly service - $276; and one QuickBooks invoice - $65), with a deposit of $1.42 for interest and a
balance of $83,732. A copy of the summary report was provided to the secretary. A motion to accept
both the September and October month end treasurer’s reports was made by Garth and seconded by

Randy. All voted and the motion passed unanimously. Wayne has requested the full 2024/2025
allocation of $160,500 from the City.
The City’s Capital Improvement Project (CIP) Process & Long-Term Projects
Dave and McCord led this discussion. Generally, city divisions submit 5 projects each year. These
projects require particularly good cost estimates since these estimates become the foundation for City
budgets. This process is known as the CIP. The CIP is a living document, which can change, but given that
the CIP is the foundation for City budgets, significant thought, discussion, and agreement must precede
any change request.
The PSA’s current Capital Improvement Plan for the Stadium includes Item B5 (New Maintenance /
Material Storage Facility) which has been satisfied with a storage Conex. A small group of Board
Members, City Staff, and Community Baseball will meet to help reprioritize and reorganize the project
list. This small team will also start a list of operating fund opportunities with a focus on safety – on the
field and in the stands.
Winter Projects 2024/25
The two approved winter projects are being worked on by the Pilots. A Board member asked if there
were maintenance agreements with the pitch clocks; Matt will talk with the supplier.
Peninsula Pilots Updates
The following highlights were provided by the Pilots and Community Baseball, LLC (CB LLC):
• Pilots rented out the stadium for a Craft Beer Festival on November 9, supporting the Boys and
Girls Club of Hampton Roads
• Pilots partnered with the New Fire Station to design their logo which will include Slyder with
Baseball Bats
New Business
• The Contractor constructing the new Fire Station stored a large expensive generator in the front
parking lot. Contractor employees have also been parking in the lot.
o A motion to prepare an agreement with the PSA and the Contractor for storage and
parking was made by Garth and seconded by Randy. All voted and the motion passed
unanimously. Angela will prepare a document for Wayne to sign.
• Board members commented on how nice the stadium and property looked going into off
season.
The Chair adjourned the meeting at 1:00 p.m.
Next regular meeting is December 2, 2024, at 12:00 pm at War Memorial Stadium.
