MINUTES OF THE HANOVER BOROUGH COUNCIL ECONOMIC DEVELOPMENT COMMITTEE MEETING January 9, 2019 Chairman Chesney convened the meeting of the Downtown Economic Development Committee on Wednesday, January 9, 2019 at 7:00 PM at the Hanover Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Attendance: Hanover Borough Council Downtown Economic Development Committee Members present were Chesney, Hoover, Noble and O'Neill; Main Street Manager Trucksess; Staff Members Manager Bowersox, Secretary Felix, Public Works Supt. Grimm, and Admin. Asst./ Asst. Secretary Musselman; Planning Commission Member Hegberg. Approval of the Minutes: It was moved by Mr. Hoover, seconded by Mr. Noble to approve the minutes of December 18, 2018 as written. Motion carried. Main Street Hanover Streetscape Design & Beautification Plan: Manager Bowersox noted that Simone Collins reminded the Committee that a 30 day open public comment session needs to be scheduled. In addition, Main Street Manager Trucksess would like to host a public presentation to review comments from citizens. The Committee would like the Draft Streetscape & Beautification Plan to be posted on the website with a dedicated email to receive comments; and to display hard copies in the Borough office to encourage public review and comment. Manager Bowersox will direct staff to post as noted. Manager Bowersox noted the Borough applied for a multimodal grant in the amount of $80,000 with the Department of Community & Economic Development (DCED). This grant, if awarded, could help to fund the Phase II engineering study (for utilities, traffic patterns, signalization, etc.). Manager Bowersox will contact Representative Klunk and Senator Alloway's offices to seek support for same. Simone Collins communicated that the Borough could allow Simone Collins to proceed with the Engineering Study, and thereby save time by eliminating the need for an RFP. But the Committee agreed it would be advantageous to allow engineering firms who specialize in this field to submit their proposals and allow the Committee to choose. The Borough also applied for an open space and recreation grant with the Department of Conservation and Natural Resources (DCNR) for $40,000. M'Calister Hotel Property: Manager Bowersox has been in contact with the developer who is seeking the Borough's support in applying for an Economic Development Liquor License. The Committee saw no issues with supporting same. MINUTES OF THE DOWNTOWN ECONOMIC DEVELOPMENT COMMITTEE MEETING ]alluanJ 9, 2019 Pa e2 34 Frederick Street: The owner of this property has made it known that he is not seeking grant funding opportunities, in order to avoid compliance with federal prevailing wage regulations. Land Banking: Manager Bowersox will be submitting properties for consideration at the next meeting of the York County Blighted Property Committee in February. Properties for consideration are 1100 Broadway, 108 East Chestnut Street, the old theatre, and 229 Carlisle Street. Manager Bowersox would like input if there are any other properties the Committee feels should be added to the list. LERTA Ordinance: A public hearing will be scheduled at a Borough Council meeting to set the district boundaries, and ordinance approval; the ordinance is under review by the Borough Solicitor. New Zoning Ordinance: The draft ordinance is still under review, and will be forwarded to Council Members in the near future. Manager Bowersox asked that Council Members to give particular consideration to the Land Use Table. Growing Greener Grant: Manager Bowersox asked Mr. Hegberg to explain the Environmental Protection Agency (EPA)' s concept for community-based public-private partnerships, and how best to utilize this process in connection with stormwater & downtown revitalization. Mr. Hegberg has a contact who would be willing to give a presentation on this issue to the Committee. This process would be beneficial to attract investors for revitalization of properties. Mr. Hegberg emphasized the overall goal is to keep money local, and to create momentum. NEW BUSINESS: Vacant Property Registry: Mr. Hoover asked to have a discussion among local realtors regarding the Vacant Property Registry, as there has been some confusion on this issue. Manager Bowersox will be happy to schedule a question and answer session with the realtors. Chestnut Street Parking Lot: Manager Bowersox noted this lot presents a good opportunity for a stormwater project, as well as an electric vehicle charging station. Manager Bowersox is investigating grant funding availability for same, and the Committee was in favor of pursuing this initiative. MINUTES OF THE DOWNTOWN ECONOMIC DEVELOPMENT COMMITTEE MEETING JauuanJ 9, 2019 Pa e3 OLD BUSINESS: Short Term Downtown Improvements: Mrs. Trucksess noted she received a grant of $50,000 for directional and way-finding signage. Simone Collins offered to consult on directional signage options for parking, etc. Replacement of planters was also discussed. Roundabouts: Mr. Noble noted the recent article on the Safety of Roundabouts, recommended by PennDOT in the recent issue of Borough News from the Pennsylvania State Association of Boroughs (PSAB). ADJOURNMENT: Chairman Chesney thanked all for their attendance this evening, and it was moved by Mr. Hoover, seconded by Mr. O'Neill to adjourn the meeting at 8:05PM.
