MINUTES OF THE HANOVER BOROUGH COUNCIL PUBLIC WORKS & FACILITIES COMMITTEE MEETING January 9, 2019 Chairman Lockard convened the meeting of the Hanover Borough Council Public Works & Facilities meeting on Wednesday Evening, January 9, 2019 at 6:00PM at the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Attendance: Hanover Borough Public Works & Facilities Committee Members present were Mr. Chesney, Mr. Lockard and Mr. Noble; Council Member Mr. O'Neill; Staff Members Manager Bowersox, Secretary Felix, Public Works Supt. Grimm, Library Director Kane, Police Chief Martin, Finance Director Miller and Adm. Asst./ Asst. Secretary Musselman; Library Board Members Mr. Frey and Mr. Swope; and Board President Sherman. Approval of the Minutes: It was moved by Mr. Noble, seconded by Mr. Chesney to approve the minutes of the Engineering, Compliance, Office & Facilities Committee from November 7, 2018; and the minutes of the Public Works Committee from December 19, 2018. Motion carried. OLD BUSINESS: Project Schedule: Library: Manager Bowersox stated the contract for the repair of the older portion of the library roof was awarded and executed by Borough Council; the project should be completed in 90 days. Tecta America was low bidder in the amount of $102,770. The original Community Development Block Grant (CDBG) was $70,000; and $19,000 was transferred from other unused CDBG project funds. $11,000 has already been spent on the planning phase. The County Commissioners are requesting for more CDBG funds to be allocated for this project. Manager Bowersox stated that Warehaus is scheduled to be present at the February 13th Committee meeting to discuss more options for remediation of the building, including a full building veneer replacement with new gutters and downspouts. Mr. Bowersox asked Library Board members present for discussion on the issue. Mr. Sherman asked about outside sealant; Manager Bowersox stressed the need for replacement and maintenance of sealants on a regular basis. Mr. Swope emphasized the need for a good project manager to inspect and approve project work at all phases, and added it may be prudent to contract out a project manager to further insure the quality of the work. Chairman Lockard added that it is important to have the lowest risk factor for development of more leaks after the work is finished. Mr. Noble questioned whether it may be time to stop MINUTES OF THE PUBLIC WORKS & FACILITIES COMMITTEE MEETING Ja1111an; 9, 2019 Pa e2 spending funds on this location, and asked if it may be better to explore other options such as new construction. Mr. Frey stated his understanding, and agreed it may be a good idea. Library Director Kane asked the Committee to investigate an offer for donation of an available property in Penn Township from a local builder that proposed to build a library on his location at cost. This may be a good opportunity for the Borough, Penn Township and possibly West Manheim Township to approach together. Mr. Frey emphasized a response be made to this person, and let him know the Committee has acknowledged his offer. Library Director Kane will arrange a meeting with herself and Manager Bowersox for initial discussion with the builder, and report back to the Committee. Chairman Lockard thanked the Library Board members and Director Kane for their input and attendance this evening. Enterprise Fleet Management: Mr. Andrew Marco was present from Enterprise Fleet Management, Harrisburg, P A to address the Committee. Manager Bowersox summarized the fleet management program when the Borough had contracted with Enterprise, noting the Borough has since then created an improved in-house fleet management program which is actually run at a lower cost than the program with Enterprise. The Borough based their current plan on the State's Fleet Management Plan. The reason the Borough contracted with Enterprise initially was to save costs, and that has not been the case. Public Works Supt. Griqun noted that there were also many physical problems with the vehicles that were delivered upon arrival. When asked what the advantages of the Enterprise program were, Mr. Marco noted that Enterprise has the ability to sell vehicles at a higher resale rate and has a very good buyer base. He apologized for the misgivings that occurred, and promised improvement if the Borough should reconsider a contract with Enterprise. Mr. Noble noted that vehicle maintenance staff should be able to be reduced with a newer fleet, and fewer maintenance issues. The Committee agreed that unfortunately the advantages to the Enterprise Fleet Management program for the Borough were found to be lower than first anticipated, but thanked Mr. Marco for his attendance at the meeting. EIP Study Results: Manager Bowersox noted that a work session has been scheduled on Monday, January 14,2019 at 7:00PM for a presentation from the Pennsylvania Economy League, and encouraged all to attend. Pole Building - Dams: Manager Bowersox noted the building construction is nearing completion. Regional Firing Range: Chief Martin met with Penn Township and Conewago Township Police Chiefs and currently are in the process of getting pricing for excavation MINUTES OF THE PUBLIC WORKS & FACILITIES COMMITTEE MEETING Jmwan; 9, 2019 Pa e3 from Conewago Enterprises. Conewago Enterprises bought the adjacent property to the proposed site at the old Wastewater Treatment Plant and is willing to provide free soil for use on construction of the firing range. The project would have to go before the Conewago Township Zoning Hearing Board for approval. Mr. Noble was concerned about significant noise issues in the nearby residential areas, if the firing range was placed at the old Wastewater Treatment Plant. PUBLIC COMMENT: None was presented.
