MINUTES OF THE HANOVER BOROUGH COUNCIL ECONOMIC DEVELOPMENT COMMITTEE MEETING June 12, 2019 Chairman Chesney convened the meeting of the Hanover Borough Council Economic Development Committee meeting on Wednesday Evening, June 12, 2019 at 7:00PM at the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Attendance: Hanover Borough Economic Development Committee Members present were Mr. Chesney, Mr. Hoover, Mr. Noble, Mr. O'Neill and Dr. Rupp; Councilman Lockard; Mayor Ojo; Chamber President Laird and Main Street Manager Trucksess; Staff Members Secretary Felix, Public Works Supt. Grimm, Interim Borough Administrator Miller, Administrative Asst./ Asst. Secretary Musselman; and BIT/Interim Zoning Officer Steckler. Approval of the Minutes: It was moved by Mr. Noble, seconded by Mr. Hoover to approve the minutes of the Economic Development Committee from May 8, 2019. Motion carried. CGI Community Video Program: Mayor Ojo forwarded the item to the Committee for discussion. She liked the proposed video promotion from a company that could be a good addition to the website, for support and promotion of economic development in the area. The Committee liked the idea of adding a video to the website, but was reluctant to endorse a private entity to solicit sponsorships. They agreed to seek out local entities for a video production, and check with the School Districts for technology students' projects, etc. Chairman Chesney thanked Mayor Ojo for her initiative for a video project. NEW BUSINESS: The Committee acknowledged receipt of a courtesy membership from the York County Economic Alliance sent for 2019- 2020. OLD BUSINESS: Committee Goals & Project List: Engineering Phase of the Downtown Streetscape and Beautification Plan/PennDOT Interaction: Chairman Chesney noted that the multimodal grant was denied, so new funding opportunities must be sought out to move forward with the project. The Engineering Study must be completed before moving ahead with PennDOT for the MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE MEETING Juue 12, 2019 Pa e2 downtown project. Supt. Grimm and EIT Steckler noted a good option would be to go through PennDOT Connects to acquire TIP Funding for the engineering study. Downtown Amenities: Staff will check local pricing for lighting, trash receptacles, benches, bike racks, bollards, etc. to compare with the proposal from Simone Collins. Tree Removal on Center Square: The Committee would like to speak with the Shade Tree Commission to have the trees removed on Center Square. The next meeting is August 5, 2019 at 9:00AM; representatives from Council will attend. Develop Funding Plan: Mr. Steckler noted the Chesapeake Bay Trust grant was denied but it would be prudent to re-apply. Sip-n-Stroll: Mr. Chesney commended Mrs. Trucksess and Main Street Hanover on a job well done with the Sip-n-Stroll on Saturday June 8th; especially with the Bank Lane "pop- up alley," which included art, music, food trucks and games. Schmuck Lumber and the Color Wheel donated supplies for the alley event. Mr. O'Neill stated there were generally positive comments from the public but noted the following: • Trash receptacles need to be placed in the alley • Received a few complaints about the music volume • Preparation and timing for the alley event needs to be better coordinated • Water soluble paint gets tracked into the garages when it rains, possibly better to use permanent paint • First aid station is recommended • Sponsorships could be offered for alley vendors Mr. Chesney supported periodic events and closures in Bank Lane. Mrs. Trucksess noted if the pop-up alley is planned to be held more frequently, that cost sharing may be necessary between Main Street and Borough to help fund future events. Perhaps a "Deliveries only" sign could be placed in the alley. Overall the pop-up alley was a positive experience for all. PUBLIC COMMENT: 34 Frederick Street: The Committee welcomed Mr. Jonathan Bowser from Integrated Development Partners, LLC, Wormleysburg, PA; and Ms. Theresa Crump, owner of 34 Frederick Street. Mr. Bowser described a concept plan with fourteen (14) one and two (2) bedroom apartments on the 2nd floor of the building and a restaurant on the first floor. The anticipated start date of construction would be Fall 2019. They intend to apply for MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE MEETING June 12, 2019 Pa e3 LERT A, and will be submitting the application with the Borough and the School District. Mr. Chesney offered support with the County approval, on behalf of Borough Council. Mr. Bowser noted that parking issues remain undecided, and will be addressed in the future at the Public Works & Facilities Committee meeting. The Committee noted that there is parking available at theM & T Bank building lot in the rear of the property, and perhaps an agreement can be sought with M & T. Mr. Chesney thanked Mr. Bowser and Ms. Crump for their attendance, and looks forward to working with them as the project develops. OLD BUSINESS, ctd: Community Development Corporation (CDC): Dr. Rupp reported that she met with Manager Rodgers from Penn Township, Chamber President Laird and the manager of Steelton Borough, who would be willing to help Hanover Borough and Penn Township with development and real estate issues. The subcommittee will report back with progress. Amenities Selection: Chairman Chesney noted that the subcommittee will seek some local pricing, it would be interesting to incorporate pretzels into the decorative lighting, and other amenities. Zoning Ordinance Update: Mr. Steckler noted there is no draft yet, should be forthcoming. It will be distributed to Council and other parties involved after review. A 45 day comment period is needed before the ordinance is passed. Mr. Miller would like to have EPD conduct a formal presentation for the Planning Commission meeting, and then Hanover Borough Council. COMMUNICATIONS: • Ms. Sharon Bollinger, East Middle Street, noted she helped with the painting of Bank Lane, and commended all on a job well done with the pop-up alley event.
