MINUTES OF THE HANOVER BOROUGH COUNCIL PUBLIC WORKS & FACILITIES COMMITIEE MEETING June 12,2019 Chairman Lockard convened the meeting of the Hanover Borough Council Public Works & Facilities Committee meeting on Wednesday Evening, June 12, 2019 at 6:00 PM at the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Attendance: Hanover Borough Public Works & Facilities Committee Members present were Mr. Chesney, Mr. Lockard, Mr. Noble and Dr. Rupp; Council Member Mr. Hoover; Staff Members Secretary Felix, Public Works Supt. Grimm, Police Chief Martin, Borough Administrator/Finance Director Miller; Administrative Assistant/ Asst. Secretary Musselman and BIT/Interim Zoning Officer Steckler. Approval of the Minutes: It was moved by Dr. Rupp, seconded by Mr. Noble to approve the minutes of the Public Works & Facilities Committee from May 8, 2019. Motion carried. Bus Shelter Agreement: Rabbit Transit submitted a draft agreement for a proposed bus shelter at the northwest corner of East Walnut Street and South Railroad Street which is at the rear of the municipal lot. The Committee would like to see plans and design details before proceeding with the agreement. It was moved by Mr. Noble, seconded by Mr. Chesney to table the matter until plan and design details can be reviewed. Motion carried. USDA Farmers Market Promotion Program: Mr. Miller provided a copy of a letter to Capital Resource Conservation & Development Area Council, in support of their 2019 proposal for "Increasing Farmer's Market Capacity through Peer to Peer Trainings, Services and Mini- grants" for the period fa112019 to fa112022. Mr. Miller will keep the Committee updated with information as it is received. Mr. Chesney asked about the dedicated parking of the municipal lots near the Market House. Supt. Grimm noted the upper lot has 2 dedicated spots and permitted parking. The lot adjacent the Market House remains open to Market House patrons. TIP Funding/Eisenhower Drive Extension Project: Mr. Steckler reviewed information from the York Area Metropolitan Planning Organization (YAMPO) in regard to Transportation Improvement Projects (TIP). The proposed Eisenhower Drive Extension project will take place mainly in Adams County, although because it will also benefit York County, YAMPO asked for feedback from Hanover Borough Council. Supt. Grimm noted that the intersection of Eisenhower Drive and Broadway needs to be improved and should be included as part of the project. Mr. Steckler explained that the extension is anticipated to be from Eisenhower Drive through various farmlands, extending to Centennial Avenue and Route 116 west of McSherrystown. Mr. Steckler needs to respond to YAMPO if the Borough would support spending York County TIP funds on this project, and the Committee supported same. Black Rock Landfill: Mr. Mehaffey and Mr. Steckler walked the area with a DEP representative. DEP is requesting a revised Erosion and Sedimentation Control Plan for the entire site. They were concerned about E & S controls, natural drainage causing erosion, and Buffalo Recycling operation. Mr. Steckler received three (3) proposals: Hydro-Trerra $10,915 Hanover Land Services(HLS) $ 8,400 Gannett Fleming $ 7,500- $17,000 depending on survey work There is a 90-day deadline with DEP due July 15th, but a 30-day extension could be requested. It was moved by Mr. Chesney, seconded by Mr. Noble to award the revised Erosion and Sedimentation Control project for the Blackrock Landfill site to HLS, noting the funds have already been budgeted. Motion carried. OLD BUSINESS Project Schedule: Consolidation- Master Plan: Supt. Grimm is awaiting drawings from Hammel & Associates from Lancaster who were contracted for a preliminary programming and feasibility study for evaluation and potential consolidation of the Public Works Department site, Tanger Building and Municipal Building. Paving Plan: Supt. Grimm noted Columbia Gas continually changes locations from project to project, and this creates difficulty when trying to coordinate paving and utility work on our end. Garbage & Refuse Service: Supt. Grimm reported that all services are running well, and Hanover's program continues to generate revenue. Eisenhower Drive Bridge Repairs: Supt. Grimm reported that HRG, the County's new engineering firm, is putting together an RFP for a total bridge rebuild. Staff needs to verify adequate liquid fuels funding; PennDOT stipulated that the pedestrian walkway cannot be attached to the main bridge; $250,000 is estimated for a stand-alone pedestrian bridge; staff will investigate grant opportunities for same. Office Study (EIP): Finance Director Miller noted that Phase 1 was completed but there were funds remaining, so Mr. Miller completed an extension for one year to ensure that the remaining funds of $17,000 would not be lost; and could be used toward Phase II with DCED. MINUTES OF THE PUBLIC WORKS & FACILITIES COMMITTEE MEETING Juue 12, 2019 Pa e3 Library: Mr. Noble asked the Committee to move toward a decision so repairs can move forward . The Committee noted Council would not support a $4.5 million expenditure option, which was recommended by the Library Board of Governors. Mr. Lockard would support public input on the project. Supt. Grimm recommends pursuing the sealant option in the meantime, and getting an updated quotation from Witmer out of Mount Joy, PA. The Committee agreed to a sealant contract provided it would be under $10,000. A subcommittee will be formed to evaluate the sealant quotes and overall options for the building. The subcommittee will consist of Code Enforcement Officer Dennis Northcraft, Council Member Brian O'Neill, Library Director Lisa Kane and a representative from the Library Board of Governors. Regional Firing Range: Chief Martin noted that the Public Safety- Public Service Committee referred the discussion to the Finance & Personnel Committee; same will be on the agenda for Wednesday, June 19, 2019 at 7:00PM. The project will need to be bid out and would fall under the prevailing wage requirements. Costs could be reduced if the Borough would do the prep work for the initial phase. An NPDES permit will be required, including a site survey, wetland delineation and an Erosion & Sedimentation Control Plan. The full project would be done in 3 phases, including a 360° shoothouse, a rifle range and a pistol range. Further details will be provided to the Finance & Personnel Committee. The Committee was concerned with noise as it is in close proximity to residential properties. NEW BUSINESS: Tanger Building - Fire Chief Clousher asked permission to lease space from the Borough at the Tanger Buliding for EMS management offices, since they will now officially be accepted into the Hanover Area Fire & Rescue Commission. The other departments in the Tanger Building have no problem with the proposal. The Committee approved the request for same. Public Comment: None was presented.
