MINUTES OF THE HANOVER BOROUGH COUNCIL ECONOMIC DEVELOPMENT COMMITTEE MEETING July 10, 2019 Chairman Chesney convened the meeting of the Hanover Borough Council Economic Development Committee meeting on Wednesday Evening, July 10, 2019 at 7:18PM at the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Attendance: Hanover Borough Economic Development Committee Members present were Mr. Chesney, Mr. Hoover, Mr. Noble, Mr. O'Neill and Dr. Rupp; Mayor Ojo; Main Street Manager Trucksess; Staff Members Secretary Felix, Public Works Supt. Grimm, Interim Borough Administrator Miller and Administrative Asst./ Asst. Secretary Musselman. Approval of the Minutes: It was moved by Mr. Hoover, seconded by Mr. O'Neill to approve the minutes of the Economic Development Committee from June 12, 2019. Motion carried. Commonwealth Financing Authority (CFA) Multimodal Transportation Grant: Mrs. Trucksess and Mr. Miller will work together to resubmit the grant for the proposed engineering study for downtown revitalization; the grant was denied the first time it was submitted; hopefully submitting a second time will generate successful consideration. The deadline for submission is July 31st. It was moved by Mr. Hoover, seconded by Dr. Rupp to place the request to resubmit the Multimodal Transportation Grant from the Department of Community and Economic Development (DCED) and Commonwealth Financing Authority (CFA) to be used for Hanover Borough Streetscape Preliminary Engineering Study, on the Finance & Personnel Committee agenda for consid eration, pending confirmation of submission grant amount and cash ma tch required. Motion carried. NEW BUSINESS: Hanover Market: Dr. Rupp asked tha t a Market House Committee be formed to include one member of Council, Market Master Carbaugh, and 2 to 3 current market vendors to evaluate potential improvements and initiate marketing concepts. There may be minutes from a previous "Market House Committee" which would have been active many years ago. Staff will research same. Tourism Video: Mrs. Trucksess noted there is a York County Visitors Bureau Tourism Grant for $10,000 which would require a 25% cash match . This grant could be used for funding for a video. Mr. Miller noted there is adequate funding in the budget to cover the $2,500 cash match. It was moved by Dr. Rupp, seconded by Mr. Hoover to move the request to submit the grant application to the York County Visitors for the Tourism Grant to the Finance & Personnel Committee, with a maximum cash match of 25% for the purpose of funding the tourism video. Motion carried. Mrs. Trucksess will work with Mayor Ojo on the objectives and concepts for the video. MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE MEETING July 10, 2019 Pa e2 OLD BUSINESS: Murals: Mrs. Trucksess wanted to make sure that murals would not conflict with the sign regulations in the new zoning ordinance. Mr. Hegberg noted murals are artistic in nature, and should be addressed as such. In most cases, murals would come from a private donation. The Committee discussed the possibility of murals to be addressed in the new zoning ordinance or perhaps under a separate ordinance. Once an ordinance is passed, a permit application would be necessary to consider each request. The Art Alley Subcommittee could help to facilitate standards to ensure quality of materials used and content. Mrs. Trucksess noted the town of OshKosh has an ordinance for murals that could be used as a guide for Hanover. Mrs. Trucksess will compile a presentation for a future meeting to address this issue. Mrs. Trucksess stated the Art Alley Group is brainstorming on art, amenities and permanent paint material proposals for Bank Lane. Downtown Parking: Mrs. Trucksess would like to have the current parking permit program re-evaluated to better address uses and fees. The Committee asked that "Parking Evaluation" be added to the project list. Eisenhower Drive Extension: Mrs. Trucksess reminded all that there is a lPM meeting on the project tomorrow. This Committee and many citizens oppose the TSM plan, which would essentially direct more traffic downtown, instead of circumventing it around the Borough. Attendance is essential to express comments on this project. Center Square Trees: There was discussion at last month's Economic Development Committee meeting about the potential removal of the trees on Center Square. Mr. Noble noted there was discussion at the Stormwater Authority meeting; the Stormwater Authority will advise the Shade Tree Commission on pros and cons of tree removal on the square. New Trash Can Concept: The Committee wanted to replace the trash cans in the downtown area. Public Supt. Grimm selected a new style of trash can which will be placed outside the Borough office at the side door. Please comment back to the Committee. Committee Goals & Project List: Center Square- Downtown- Supt. Grimm emphasized that PennDOT needs to be involved in any new concept for traffic flow on Center Square. The Engineering Study is needed prior to their involvement. In the past, PennDOT was in favor of removing the crosswalks and lights prior to Center Square to improve traffic flow. Dr. Rupp suggested a Council recommendation or resolution supporting their removal, for submission to PennDOT. The crosswalks would remain in Center Square itself. MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE MEETING July 10, 2019 Pa e3 Bank Lane: Mrs. Trucksess made a recommendation to utilize Bank Lane for all Second Saturday Events in the future as needed, since the concept seems favorable to the community. Downtown Businesses: New to downtown are Infused Naturals on Frederick Street, and Ghouls and Grinds Cafe at 455 Carlisle Street County Land Bank Authority: Mr. Chesney noted the County Committee did not meet this month. Supt. Grimm noted formal bids will be necessary for the 229 Carlisle Street Demolition project. Community Development Corporation Subcommittee: Dr. Rupp met with Manager Rodgers last month. Mr. Laird will coordinate with the manager of Steelton Borough to meet with Hanover Borough and Penn Township for development and real estate issues, since they have experience in this area. Chamber President Laird recommended same. Amenities Selection Subcommittee: Mr. Chesney will contact Hanover Lantern for selection and pricing on lighting for the downtown. Public Works Supt. Grimm will also do research from catalogs and internet on amenities. Zoning Ordinance Update: Mr. Miller stated the Borough awaits the draft from EPD. Grant Opportunities: Mrs. Trucksess will assist with any grants that may offer help with downtown funding opportunities. COMMUNICATIONS: Mayor Ojo noted the public trashcan should be replaced at Club 2000 with the new concept style. Adjournment: The meeting adjourned at 8:40 PM.
