MINUTES OF THE HANOVER BOROUGH COUNCIL ECONOMIC DEVELOPMENT COMMITTEE MEETING September 11, 2019 Chairman Chesney convened the meeting of the H anover Borough Council Economic Development Committee meeting on Wednesday Evening, September 11,2019 at 7:00 PM at the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Attendance: Hanover Borough Economic Development Committee Members present were Mr. Chesney, Mr. Hoover, Mr. O'Neill and Dr. Rupp; Mayor Ojo; Main Street Manager Trucksess; Staff Members Secretary Felix, Public Works Supt. Grimm and Finance Director Miller. Approval of the Minutes: It was moved by Mr. Hoover, seconded by Dr. Rupp to approve the minutes of the Economic Development Committee from August14, 2019. Motion carried. NEW BUSINESS: YMCA Half Marathon: Mary Wells, Tara Kauffman and Melissa Foreman were present to discuss the two (2) potential new race routes for the 2020 Half Marathon event. They will utilize Flagger Force and are open to any suggestions; they were also present at the Public Safety - Public Service Committee meeting on September 9th to gather input on their proposed race routes. Please contact them via the YMCA to let them know of any su ggestions, concerns or comments. Community Development Corporation: Dr. Rupp met with Chamber President Laird about the concept to form a community d evelopment corporation. Penn Township and Hanover Borough would both contribute $30,000 and hopefully there would also be assistance from the County. Main Street Manager Trucksess and President Laird could identify areas on the compreh ensive plan for encouraging development. Also met with representatives from Steelton Borough who have d eveloped their own CDC which has been a success. Finance Director Miller noted the concept is earmarked on the budget for implementation; amounts and priorities would be set by formal agreement. It was moved by Dr. Rupp, seconded by Mr. O'Neill to acknowledge interest in the development of a CDC with Penn Township and the County. Motion carried. Dr. Rupp question ed why the Borough is not a member of the Chamber of Commerce. Finance Director Miller n oted the Borough's membership is usually granted as free; as the Borough helps to fund the Main Street Program. It was moved by Dr. Rupp, seconded by Mr. O'Neill to reallocate $10,000 out of the York County Economic Authority to the Main Street Program. Manager Trucksess will provide a budget for the Main Street Program. Motion carried. MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE MEETING September 11, 2019 Pa e2 OLD BUSINESS: Review Project Schedule: County Planning Meeting - PennDOT Connects/TIF Projects: Supt. Grimm will let them know the meeting can be hosted by the Borough at the Municipal Building in the Council Chambers on Thursday, October 3rd from 9:00 AM to 2:00 PM. Bank Lane Amendment: Main Street Manager Trucksess requested to move the barricade back to the garages on Saturday Sept. 14th after Chalk it Up ends at 4:00PM as a test run. Downtown Businesses Update: Mr. Chesney noted there are two (2) n ew salons set to open. Also Fat Bat Brewing Company at 40 Broadway and Artisans and Oak Restaurant may be opening soon. Let's Play, a vintage board/ video game store on Carlisle Street recently opened. The old Bowman's Feed Store may submit a zoning application for a distillery, which is not an allowable use. Zoning Ordinance Update: Mr. Miller noted that it is very important to continue the coordination of the revised zoning ordinance with Penn Township. 229 Carlisle Street Demolition: Supt. Grimm received the paperwork from the County. Staff will formulate an RFP for bid and same needs to be reviewed by the Solicitor. The County Commissioners meeting is at 11:00 AM on October 30th and they would like to review the property. 108 East Chestnut Street: Discussed code enforcem ent options; Mr. Chesney asked for mandatory deadlines for code enforcement; the property is on the vacant property registry. Supt Grimm noted proper notifications need to be sent by staff. Amenities Selection Subcommittee: Supt. Grimm reported six (6) trash cans were ordered. DCNR liked the idea of the pretzel logo for "branding"; they will be placed in quadrants of Center Square. Mrs. Trucksess noted the bike racks must coincide with bike lanes. Bike lanes may be difficult to implement in the downtown due to space. Grant Opportunities: Mrs. Trucksess will be submitting the application for the Multi-Modal Transportation Fund (MTF)- Penn DOT Grant. Parking Evaluation: Mrs. Trucksess n oted the parking and permitting system need to be re- evaluated. Further discussion next month. Mm·als: Mrs. Trucksess noted that York's mural program is self-funded. She would like to move forward with an ordinance. Solicitor Shultis is in receipt of the proposed ordinance to review. Potential fees need to be discussed. Electronic Vehicle Charging Station: Supt. Grimm described the process moving forward to establish the vehicle charging station at the Railroad Street/ Chestnut Street lot. Supt. Grimm will complete the grant paperwork now that the plan is in place. PUBLIC COMMENT: Mrs. Trucksess is launching a Christmas ornament program for the Christmas Tree on the Square. Large ornaments may be purchased at Hobby Lobby and donated; donation boxes will be set up at various locations and the Borough office. She outlined the donation program on the Facebook page. The Chamber intends to place a 20' h·ee on the square this year. Adjournment: Mr. Chesney thanked all for their attendance.
