MINUTES OF THE HANOVER BOROUGH COUNCIL PUBLIC WORKS & FACILITIES COMMITTEE MEETING August 14, 2019 Chairman Lockard convened the meeting of the Hanover Borough Council Public Works & Facilities Committee meeting on Wednesday Evening, August 14, 2019 at 6:00PM at the Hanover Borough Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as advertised. Attendance: Hanover Borough Public Works & Facilities Committee Members present were Mr. Chesney, Mr. Lockard, Mr. Noble and Dr. Rupp; Council Members Mr. Hoover and Mr. O'Neill; Mayor Ojo; Staff Members Secretary Felix, Public Works Supt. Grimm, Interim Borough Administrator/Finance Director Miller; Administrative Assistant/ Asst. Secretary Musselman. Approval of the Minutes: It was moved by Dr. Rupp, seconded by Mr. Noble to approve the minutes of the Public Works & Facilities Committee from July 10, 2019. Motion carried. Coalition Against Bigger Trucks (CABT) - support request from Joshua M. Collins, Regional Director. Mr. Collins participated by telephone for this evening's meeting. He asked for support from Hanover Borough to oppose upcoming legislation allowing an 11,000 pound weight increase for tractor trailers; and allowing 5 feet additional length on each trailer of double trailer trucks for a total length increase on double trailers of 10 feet. The increased weight and length would have negative safety implications, taking the trucks longer to come to a stop. And the increased weight would also negatively impact the roadway infrastructure, resulting in increased wear and tear and damages. Hanover Borough would be highly affected due to the three state highways that intersect in the middle of the Borough. Mr. Collins supplied a list of major corporations, i.e., Fed-Ex, UPS and Amazon that are opposed, although the trucking industry is somewhat divided on the matter. He asked for the Borough to write letters to US Senators Bob Casey, Jr. and Pat Toomey; and Representative Lloyd Smucker outlining Hanover Borough Council's support of the opposition to this effort. It was moved by Dr. Rupp, seconded by Mr. Chesney to approve the letters to the legislators. Motion carried. Mr. Miller will have staff prepare the letters as indicated. Eisenhower Drive Bridge Rehabilitation: A proposal was received from Herbert, Rowland and Grubic (HRG) for engineering and bidding services in the amount of $36,075.00. Public Works Supt. Grimm confirmed with PennDOT that the engineering services were not required to be bid out. The bridge construction would include milling of the bridge surface, installation of an expansion joint and repaving of the bridge. Supt. Grimm estimated the actual construction work to be approximately $200,000.00. This work is PennDOT mandated; the bridge was designated as a High Priority maintenance item. It was moved by Dr. Rupp, seconded by Mr. Chesney to move the MINUTES OF THE PUBLIC WORKS & FACILITIES COMMITTEE MEETING August 14, 2019 Pa e2 item to the Finance & Personnel Committee agenda. Motion carried. Bus Shelter Agreement: Changes were made to the original draft agreement for a proposed bus shelter at the northwest corner of East Walnut Street and South Railroad Street at the rear of the municipal parking lot. Changes included clauses for grafitti removal and n o advertising, which were recommended at this Committee's meeting last month. It was moved by Mr. Chesney, seconded by Mr. Noble to move the matter to the Finance & Personnel Committee for consideration. Motion carried. OLD BUSINESS Project Schedule: Consolidation - Master Plan: Supt. Grimm met with Hammel and Associates and they submitted a proposal for the lot at the com er of Dart Drive & Eichelberger Street for the consolidation of Borough facilities. A future presentation will be made to the Committee. The Committee may want to approach the property owner about potential purchase of the property, after a permanent Borough Manager is seated. Paving Plan: Supt. Grimm reported that Kinsley is working on paving the Hanover St./Middle St./Forney Ave. project area. The Borou gh is cost sh aring with Columbia Gas. The Borough's paving machine is now permanently out of commission. Supt. Grimm proposed outsourcing the paving of Eisenhower Drive from Broadway to Wendy's (which was previously paved with a load of bad asphalt that is now deteriorating) to prevent further w eakening of the road surface. Estimated cost of this project would be $200,000. PennDOT can hav e a Liquid Fuels proposal and bid package ready for Finance & Personnel Committee to get the bidding process moving since we are approaching the end of the season. Supt. Grimm would like to buy another paving machine, as paving can be done by the Borou gh at a much lower cost, and would allow us to cost share with Columbia Gas in the future. Supt. Grimm also proposed including milling services under joint bid process next year, for cost sharing with other municipalities. Supt. Grimm would also like to implement an alley paving plan; the Committee was concerned about streets and alleys meeting the MS4 regulations. Fleet Management: Mr. Miller noted the proposed budget for fleet management revisions is forthcoming. Office Study: Mr. Miller noted the "Early Intervention Plan (EIP)" was redesignated to be called the "Strategic Managem ent Plan (STMP)." Manheim Township Landfill: Mr. Miller reported the draft Erosion & Sedimentation Control Plan is being reviewed by DEP. The Borou gh will continue regulating and monitoring the tenant operations. The Solicitor is preparing a draft letter for a cease and desist directive. MINUTES OF THE PUBLIC WORKS & FACILITIES COMMITTEE MEETING August 14, 2019 Pa e3 NEW BUSINESS: Market House: Administrative Asst./ Asst. Secretary Musselman noted the Lions Club is is replacing the existing sign for the Market House, with Schmucks Lumber providing the wood, the Lite House providing the lights for the sign and Image 360 providing the lettering. Jill Dehoff and Market Master Carbaugh is also donating an additional sign that will better identify the location of the Market House when driving west on Chestnut Street. Shade Trees: Mr. Chesney asked for budgeting and expenditures for the Shade Tree Commission; a list of subcontracted work and costs for removal of trees; and about the budget for the eradication of all (Bradford) pear trees in the Borough. Supt. Grimm noted many hazardous and dying trees continue to be removed. Several female gingkos were removed due to their odorous seed pods. There is no funding plan for removal of all of the (Bradford) pear trees, however pear trees are no longer being planted . State Forester Matt Kern advised there is no reason to eliminate healthy Bradford pears in urban areas. Staff provided a list of tree work that was completed since 2011 strictly on applications to the Shade Tree Commission and the list of open permits for Public Works tree work. Public Works also performs routine trimming of d eadwood and trimming for clearances throughout the Borough and the parks as need ed . Supt. Grimm noted the stump removals are all subcontracted because the Borough does not have a stump grinder . The budge t for tree removal is utilized for removal of hazardous and/ or dying trees, and many times there is work carried over from year to year due to budget limitations. Supt. Grimm noted the Shade Tree Commission has been very cooperative with the Public Works Department regarding any tree work, approvals, etc. Supt. Grimm would like to address the open tree wells in the downtown area, and the Committee discussed options for plantings, etc. Public Comment: None was presented.
