MINUTES OF THE HANOVER BOROUGH COUNCIL
ECONOMIC DEVELOPMENT COMMITTEE MEETING
August 14, 2019
Chairman Ch esney conven ed the meeting of the Hanover Borou gh Council Economic
Development Committee m eeting on Wednesd ay Evening, Au gus t 14, 2019 at 7:00 PM at the
Hanover Borou gh Municipal Building, 44 Frederick Street, Hanover, Pennsylvania, as
advertised.
Attendance: H anover Borou gh Economic Development Committee Members present were
Mr. Chesn ey, Mr. Hoover, Mr. Noble, Mr. O'Neill and Dr. Rupp; Mayor Ojo; Main Street
Manager Trucksess; Staff Members Secretary Felix, Public Works Supt. Grimm, Interim
Borou gh Administrator Miller and Administra tive Asst./ Asst. Secretary Musselman.
Approval of the Minutes: It w as m oved by Mr. Noble, seconded by Mr. Hoover to approve
the minutes of the Econ omic Development Committee from July 10, 2019. Motion carried .
NEW BUSINESS:
34 Frederick Street: Borou gh Administrator Miller n oted the application for the LERTA is
forthcoming.
OLD BUSINESS:
Review Project Schedule:
Center Square: Th e Committee discu ssed options for utilizing the empty tree wells. Th e
Sh ade Tree Commission denied the request from H anover Borou gh Council to remove the
sev en (7) p ear trees on Center Square since they are h ealthy, until a replacement plan is
budgeted and in place.
108 East Chestnut Sb·eet: The Committee would like to see positive red evelopment at this
location .
Stree t Frontage/Curb Appeal: Mrs. Trucksess w ould like to help w ith notifying new
businesses to d istribute a ch ecklist for gen eral upkeep and best practices for visu al p resence.
Staff will include a blurb in the upcoming n ew sletter.
Mr . Chesn ey n oted the flood light needs repaired on the Picke t statue.
Th ere was discussion on preferred lighting options and on cross street or circle preferences
for Center Square/ downtown. Public Works Su p t. Grimm w ill address elimination of the
secon d crossw alk on at the square with PennDOT.

Staff is working with Representative Klunk on the multimodal grant for funding for the
engineering and traffic study for d owntown.
Eisenhower Drive Extension/Bypass Project: There is a m eeting at Penn Township with
Representative Klunk for local officials on October 22nd. Council should attend. The
Committee discussed the drawbacks and advantages of the TSM Alternative verses the
Eisenhower Drive Extension, and noted the importance of attendance at this upcoming
meeting.
Options were discu ssed for traffic flow in Center Square, the circle verses the cross-street
design. It was moved by Mr. Ch esn ey, seconded by Mr. O'Neill to support the cross-street
design as the preferred option. Mr. Noble voted in opposition to the motion. Motion carried.
Bank Lane: Th e current agreement with PNC Bank is in effect until the end of the year.
Murals: Mrs. Trucksess introduced members of the Art Alley Committee, Kristin Newman
and Mandy Laughry, and gave the Committee a sample ordinance based on the mural
ordinan ce from Oshkosh, Wisconsin for review, along w ith a sample permit application and
examples of murals. The Committee was very receptive to the concept of murals in the
downtown. Mr. O'Neill questioned if the Public Art Review Committee would fall under
Main Street Hanover, and the Committee discussed proposed structure of the permit and
approval process. Mr. Ch esney thanked Mrs. Trucksess and the Art Alley Committee for
their attendance and exten sive information, and looks forward to developing this idea, with
legal review by the Borough Solicitor. This item will be listed on the project schedule in the
future for updates and further discussion.
Land Banking/229 Carlisle Street: Supt Grimm noted h e received the documents from the
County, and w ill prepare for the bidding process for d emolition.
Community Development Corporation Subcommittee: Mrs. Trucksess noted President
Laird is reviewing the Comprehensive Plan in relation to this.
Amenities Selection Subcommittee: The Committee discussed lighting options and trash
cans, perhaps with pretzel logo.
Zoning Ordinance Update: Mr. Miller spoke to Ms. Yoegel at EPD, the entity who is
preparing the draft ordinance, and there are a list of bullet point items that are being reviewed
left from Mr. Rorrer and Mr. Bowersox for consideration. Mr. Miller would like to include
Penn Township in this process.
Grant Opportunities Subcommittee: Mrs. Trucksess noted the Multimodal and Tourism
grant applications are in process.

Parking Evaluation: Mr. O'Neill reported that the redevelopment entity for 34 Frederick
Street approached Rite-Aid and M & T for parking agreements, and were unsuccessful; they
are still exploring parking options for their project.
Adjournment: It was moved by Mr. Hoover, seconded by Mr. O'Neill to adjourn the meeting
adjourned at 8:37 PM. Motion carried.
