The meeting was hosted on Zoom, but there were no remote attendees. II. COMMUNICATIONS A. Public Comment There was no public comment. B. Member Comments There were no member comments on items not on the agenda. C. Staff Comments Kevin McGrane provided updates on ongoing City projects: All the pieces from the previous cycle of the City's Sculpture Garden program had been removed, and were scheduled to be replaced on July 30. The Lucky the Dog sculpture was purchased by the City, but was damaged shortly afterward and delivered to its artist in Portland for repairs. The King Road Roundabout Sculpture was being manufactured. The artist had provided an update that the support stanchions were constructed and he was working on the birds. The estimated installation date is around October 1st. The City had begun reached out to Suri Iron to help with the installation. The City is working to contract an elevated base pad to protect the sculpture and to raise it a little for visibility. Kevin McGrane thanked volunteers at the opening Summer Concert night, and thanked Dee for her work leading kids' crafts. CONSENT AGENDA Kevin McGrane stated that there had been the following adjustments made to the minutes compared to the ones in the packet: May's minutes in the packet had been blank after the Question and Comments sections for the Public or Committee members, but had been corrected to state that no questions or comments had been raised. Happy Valley Community Center Public Art Exhibits Presentation Erica Dunn presented the plans for Community Center development, and the types of art that would be included inside: The present design includes one mosaic wall and two full-wall graphics. The mosaic wall is designed to have a tile pattern that would blend with the function of tile in the nearby locker rooms. The full wall graphics would welcome people to the facility and have themes about the community and functions of the Community Center. Both designs would be approved by the developer. Dee Bedsole asked if the mosaic would be as abstract as the illustration in the presentation or whether it could be more concrete, and Erica Dunn said that it would probably look a lot like that graphic. Erica Dunn presented the art locations for wall and sculpture displays in and around the facilities. Jim Kalvelage discussed the interest in having a series of art pieces welcoming people to the Community Center along the entry path on the west, and from the parking lot from the South, and a raised planter by the entryway that could present a sculpture that would welcome people to the Center. Ray Fager proposed a prominent permanent piece near the entryway to define the building and the space. Chair Janice Kiser proposed something like the rotating roadside banners that could be displayed outside the Community Center as an engaging decoration that would add character to the building. The Committee discussed the roadside banners along Sunnyside Drive that the City had stopped rotating due to labor time and hazards. Kevin McGrane said that the City was considering purchasing art for permanent installations instead of rotating 2-dimensional art in internal locations, due to costs of participation in the Clackamas Artist Exhibition Program and Library committee and staff’s lack of selection of pieces on display in the current AEP exhibit. He said he was considering internal sites host permanent sculptures to avoid repeated transportation and installation of new pieces inside. He also discussed the possibility of hosting the sculpture “Lucky the Dog” in one of the internal sculpture sites, because residents enjoyed the sculpture but its damage might indicate that it needs more gentle treatment than an external display. City of Happy Valley Generated: 8/21/2025 8:32 AM Page 2 Page 4 of 16 Minutes Public Art Committee July 17, 2025 Chair Janice Kiser said that she would like to see the City use the gallery spaces for rotating art, and that participation in the Artist Exhibition Program showcased and encouraged wonderful artists from the region. Dee Bedsole said that the prominent upstairs wall art display could be used for something like a video display of community events and activities. Dee Bedsole said that the themes she would like to see in the Community Center were ones that appealed to people’s interests and that were less sterile than the presentation looked. She gave an example of native plants and wildlife that would label species and connect people to the local environment. Jim Kalvelage discussed the possibility of using the elevated planter north of the entry path to emphasize those themes. Diane Morrow also supported themes of native wildlife. The Committee discussed other themes focused on local wildlife and Happy Valley history. Chair Janice Kiser asked if the City had made any progress with a City flag, and said that it could be used in part of the Community Center development. Kevin McGrane said that the City had not moved on that, and Chair Janice Kiser said she wanted that project to move forward. Ray Fager asked if the facility would be open regionally, or just to City residents, and said that it would be limiting to get regional art but only display it for residents. Glenn Wachter said that it would be open regionally, and that there were around 100,000 users in the area that the facility is expected to serve. Deann Scott said that the presentation was very impressive and overwhelming. Ray Fager asked if it might be beneficial to have a more focused decision process in a later meeting. Kevin McGrane said that the purpose of this meeting was not to come to final conclusions of art, but for the committee to express its interests and concerns to Opsis architects for their consideration. The Committee discussed future meetings as to focus on specific classes of art, like sculptures and wall art, as the construction approached. (Presented by Erica Dunn, OPSIS) 2. 2025-2027 Officer Appointments Chair Janice Kiser opened discussion for the appointment of new officers. Kevin McGrane described the roles of the position, to lead meetings and potentially represent the committee at other meetings if other members of the committee were not available. Ray Fager volunteered. Deeann Scott volunteered for Vice Chair. Dee and Diane both said they would be willing but both supported Deeann taking the position. The goals of this presentation are to: 1. Provide an update on the installation and summary of installation plans, 2. Identify planned channels for public communication about the art, and 3. In the past, the Public Art Committee has run a craft booth for children’s activities and for promoting art projects in and around the City. The Public Art Committee will be briefed on the schedule and plans for this year’s volunteer event and will have the opportunity to provide feedback or make adjustments to the event planning. Financial Impact Craft Materials projected $60-90. 8 hours of volunteer time. Recommendations Recommend Committee members express their availability to volunteer for the event and provide feedback on the event planning and requirements.
