Call to Order Meeting called to order by Traffic and Public Safety Chair Dale Guenther at 6:03pm. 1.1 Flag Salute 1.2 Roll Call Members Present: Chair Dale Guenther, Co-Chair Shelley McFarland, Member Lizbeth Hale, Member Susan Kahut and, Member Benessa Verkest Members Absent: Member Marya Choudhry and Member Lance Gardner Staff Present: Steve Campbell (Director of Public Safety), Josh Callahan (City Council President), Dan Mulick (Clackamas Fire) Staff Absent: Marcus Mendoza (Happy Valley Police Chief) 2. Public Comment Boy Scout Troop 611 - troop members and family members introduced themselves to the Traffic and Public Safety Committee members.  Troop members attending the meeting for observation to earn their 'Citizenship in the Community' merit badge, and one part is the requirement to attend a local city meeting. Vince Guagharone - resident on SE Verlie - Vince expressed to the committee his concern of excess speed and volume of traffic on Verlie being used as a cut through street.  Traffic study was completed.  City staff to analyze data, put data through matrix and get back to Vince. John & Sandra Ferland - resident on SE Stoneybrook. Their concern is with Heather Lodge Apartments overflow resident parking on their neighborhood street. Several local residents concern:  Apartment complex choose to repave their parking lot and no communication to local residents when 60+ cars parked in their neighborhood.  Increased number of apartment complex resident's parking on neighborhood streets.  Director Campbell to ask CSO Coan to reach out to apartment managers and have a conversation. 4. Presentation(s) Page 4 of 11 4.1 Traffic Engineer Presentation - Traffic Safety Device Approval Process Presenter: Reah Flisakowski  The City's Traffic Engineer Reah provided details to the Traffic and Public Safety Committee members how the approval process works, rules and regulations that guide decision-making and how future requests should be reviewed moving forward. 4.2 Projects Presenter: Sally Curran, City Engineer  City Engineer Sally updated the Traffic and Public Safety Committee members on projects that are funded by this committee. 5. Traffic Concerns/Requests 5.1 4-way stop at Intersection William Otty and Valley View Terrace Presenter: Steve Campbell, Director of Public Safety Traffic and Public Safety Committee members discussed:  Over grown vegetation and sight distance.  Traffic crash data.  Signage suggested - stop sign ahead 5.2 Request for Flashing Crosswalk Sign - SE Bridal Veil Falls Rd & SE Pleasant Valley Pkwy Presenter: Steve Campbell, Director of Public Safety Traffic and Public Safety Committee members discussed:  Collect data with a driver feedback sign.  Analyze data to see if warrants to move forward with a request for a traffic engineer study. 6. Report(s) Page 5 of 11 6.1 Fire Report Presenter: Dan Mulick, Clackamas Fire Dan presented to the Traffic and Public Safety Committee the August 2025, Clackamas Fire Dist. #1 Emergency Services Report and discussed key highlights.  Calls per volume.  Fire District updates.  Answered any questions or concerns the committee had. 7. Committee Concerns and Comments 1. Dale Guenther - Alta Vista formal request for traffic study. Request for Sally and Chris Randall to attend future meeting. 2. Sue Kahut - e-bikes 3. Lizbeth - e-bikes in the park concern Traffic and Public Safety Committee members discussed frequency of upcoming regular monthly meetings.  Monthly meetings except July & August (NNO)  Light agenda via ZOOM? 8. Presenter(s) Steve Campbell, Director of Public Safety Explanation Resident is requesting a crosswalk on 132nd near Wellington Ct. for pedestrians to safely be able to cross 132nd to walk to the park and schools. Special Issues Apply matrix. The matrix has been applied previously, and the location did not qualify due to low ped counts.
