HAYES TOWNSHIP March 26, 2024 UNAPPROVED MINUTES Supervisor Jones called the General Meeting to order at 7:00 p.m. at the Hayes Township Hall, 2055 E. Townline Lake Road. Pledge of Allegiance was recited. Members present – Supervisor Jones, Trustee Buckley, Trustee Teall, Treasurer Rood, and Clerk Hoyt Members absent - None Motion Rood/Buckley to approve agenda with the additions of: • Appointment of Blight Coordinator • Response to Michigan Foundation for conditional grant approval. All Ayes, motion carried. Public Comment on agenda (The Hayes Township Board allows 3 minutes per person for public comment) Community Reports • Clare County Commissioner Gabe Ambrozaitis • Clare County Road Commissioner Bill Simpson Motion Teall/Rood to approve March 12, 2024 General Board meeting minutes. All Ayes, motion carried. Motion Rood/Teall to approve Consent Agenda • Bills to Be Paid • Bills Paid Prior • Treasurer Report All Ayes, motion carried. Department Reports • Supervisor • Treasurer • Clerk • Trustee • Zoning New Business Motion Hoyt/Jones to approve the following Clare County Road Commission Contracts • Mostetler crack seal $2,795 (ARPA Fund) • Larch crack seal $1, 644 (ARPA Fund)  • Ball crack seal $ 3,102 (Road Fund) • Temple crack seal $3,257 (Road Fund) • Cranberry Lake Rd. paving $50,000 (ARPA Fund) • Spikehorn paving $90,000 (Road Fund) Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Contracts are approved. Motion Hoyt/Rood to accept, with regret, Gayle Downs resignation for the Board of Review. All ayes, motion carried. Motion Jones/Buckley to adopt Resolution 23-09 Fire Protection Millage Renewal with correction of 2019 to 2023 in ballot wording. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Resolution 23-09 is adopted. Motion Jones/Teall to approve rescheduling the April 23 board meeting to April 18 at 7 pm. All ayes, motion carried. Motion Hoyt/Teall to adopt Resolution 23-10 Budget Amendment. Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Resolution 23-09 is adopted. Motion Teall/Hoyt to adopt Ordinance 23-02 Planned Unit Development (PUD). Roll call vote: Jones – aye, Buckley – aye, Teall – aye, Rood – aye, Hoyt – aye. Ordinance 23-02 is adopted. Motion Hoyt/Teall to approve the revised Job Descriptions for the Blight Coordinator and Zoning Administrator. All ayes, motion carried. Motion Rood/Hoyt to approve the revised Ordinance Enforcement Protocol as reviewed by the Township attorney and Clare County Administrator. All Ayes, motion carried. Motion Hoyt/Jones to approve Verizon cell phone 2-year agreement. All ayes, Motion carried. Motion Teall/Rood to approve Zoning Administrator Ken Hoyt as Blight Coordinator. 4 ayes, 1 nay, motion carried. Motion Hoyt/Teall to authorize Treasurer Rood to respond to the Michigan Foundations of the interest in Hayes Township to move forward with the conditional grant funding. All ayes, motion carried.
