Consider a request to rezone a 0.46 +/- acre portion of a 2.96 +/- acre parcel a 1.56 +/- acre parcel located at 1353 and 1361 North Main Street. This rezoning request was approved on second reading 5.d. Consider a request to rezone eight parcels located at 76 and 85 West Gay Street, and 76, 325, 335, 357, 365, 381, and 394 North Liberty Street. This rezoning request was approved on second reading 5.e. Consider a rezoning request of two 3,250 +/- sq. ft. parcels located at 455 and 457 North Liberty Street. Public Hearings 7. Regular Items 7.a. Consider adopting the Traffic Calming Plan for the Portland East Neighborhood City of Harrisonburg Page 2 Printed on 12/12/2018 City Council Meeting Minutes - Final November 27, 2018 Erin Yancey, planning manager, Harrisonburg Public Works, stated the Traffic Calming Program is a partnership between the Harrisonburg Police Department (HPD) and Harrisonburg Public Work to help citizens address the problems of speeding and cut through traffic in their neighborhoods. She stated the program is a series of steps that begin with “soft” and inexpensive measures that increase to more costly and impactful measures as needed. She reviewed the Portland East neighborhood, which includes both city and county property and noted higher density residential is on the county side. She reviewed the timeframe of work that has been done since December 2017, which included increased enforcement, neighborhood meetings, a traffic study and review and approval from the Transportation Safety and Advisory Commission. She reviewed the goals of the Traffic Calming Plan and reviewed the phases of implementation until goals are reached. She stated if approved implementation could begin in the spring of 2019 with phase one and Public Works will continue to monitor for traffic calming improvements and proceed with other phases as necessary. She stated she hopes to engage the owners of the Retreat, which is in the county portion of the neighborhood, for possible assistance in measures to reduce the through traffic and speed. Council Member Hirschmann asked if the speed tables would be sufficient, should they be smaller and higher. Erin stated the idea is to slow the vehicles down significantly, and the real question should be if one is enough. She stated they will determine that during the monitoring of the project. Council Member Jones acknowledged Ms. Yancey for the good job she did in this project and presentation. A motion was made by Council Member Jones, seconded by Council Member Hirschmann, to adopt the Traffic Calming Plan as presented. Special Event Application Requests 9. Other Matters 9.a. Comments from the public, limited to five minutes, on matters not on the regular agenda. (Name and address are required) Jennifer Davis Sensenig, stated she is a resident of the county but works in the city . She stated she is president of Faith in Action and noted it was good to see many council members at the October 15, 2018 Community Criminal Justice Board City of Harrisonburg Page 3 Printed on 12/12/2018 City Council Meeting Minutes - Final November 27, 2018 (CCJB). She stated her group is so grateful that civic leaders were present and that so many people across the city and county were present to learn about how some of the dynamics in our local criminal justice system can be shifted in order to reduce recidivism, incarceration, costs, and incarceration rates. She stated they are looking forward to the opportunity that the city and county have to hire jointly a community justice planner, which was the big topic at the last meeting. She stated a group of individuals from Faith in Action will plan to attend the upcoming December 3, 2018 CCJB meeting to continue to show an interest in making progress. She stated she is interested in finding out council’s thoughts on several of the jail issues such as the $1.00 per day issue, developing protocols to increase restorative justice opportunities for juveniles, and how the coordination with the county on the justice planner position is going. She congratulated Council Member Jones on his reelection and thanked him for including the criminal justice planner in his campaign platform. 9.b. City Council and Staff Council Member Jones stated negotiations are in process regarding the criminal justice planner between all the stakeholders and noted the outcome will be presented in a joint meeting with city council and county supervisors. Vice Mayor Baugh stated the only matters coming from Planning Commission for the next council meeting would be a rezoning request on South High Street and an ordinance amendment regarding off-street parking regulations in R-6 and R-7 zoning districts. 9.c. Discussion and vote regarding the second meeting on December 25, 2018 Council Member Byrd stated usually council determines if a second meeting in December is needed. A motion was made by Council Member Byrd, seconded by Council Member Jones, to suspend, unless needed, the second city council meeting in December 2018. City Council and Staff (continued) Council Member Byrd reminded everyone of the Holiday Parade to be held on December 7, 2018, and thanked Harrisonburg Downtown Renaissance (HDR) and the Harrisonburg Electric Commission (HEC) for the new festive lights along main street. Council Member Hirschmann stated he was on the radio today with the city manager, City of Harrisonburg Page 4 Printed on 12/12/2018 City Council Meeting Minutes - Final November 27, 2018 and the hot topic was the scooters and understands corrective measures are in process. City attorney Brown stated there have been over 700 scooters in the city and noted several ordinance amendments and enactments will be presented to council at the December 11, 2018 meeting, addressing the issues of any goods, wares, or vehicles parked on the sidewalk and possible franchise agreement requirements, which would require council approval and allow more control. City Manager Campbell stated he is working closely with the city attorney ’s office regarding the scooter issue. Mayor Reed stated Personal Property and Real Estate taxes are due on December 5, 2018 by 5:00 pm and the Shenandoah Valley Soil and Water Conservation District (SVSWCD) is hosting an informational meeting about septic systems at the Rockingham County Government Center Board Room (20 E Gay St, Harrisonburg, VA 22801) on November 29 at 7:00 pm. 10.
