1. Call To Order
A special meeting of Harrisonburg Parks & Recreation Advisory Commission was held
on Monday, April 27th, 2020 at 3 p.m. via GoToMeeting to discuss Heritage Oaks Golf
Course. Kevin Gibson called the meeting to order with the following commission
members present: Sandra Bopp, Chance Ebersold, MuAwia DaMes, Obie Hill, James
Logan, Daniel Martonik and Deanna Reed. Present from Parks and Recreation: Gin
Chandler and Luanne Santangelo.
Present 8- Council Member Deanna R. Reed, Chairperson Kevin Gibson, MuAwai Dames,
Daniel Martonik, Sandra Bopp, James Logan, Chance Ebersold, and School Board
Member Obie Hill
2. Approval of Minutes
2.a. Minutes from the February 24, 2020 Parks & Recreation Advisory Commission
meeting
Mayor Deanna Reed made a motion to approve the minutes from February 24, 2020. The
motion was seconded by Chance Ebersold. All members voted in favor of approving the
February 24, 2020 minutes.
3. New Business
3.a. Discussion regarding the Heritage Oaks Golf Course
Chair, Kevin Gibson, reviewed discussions and requests regarding the golf course starting
in December 2019 to present. In January 2020, Harrisonburg Parks and Recreation staff
gave a presentation on the golf course. In February, Parks and Recreation Commission
hosted a public hearing regarding Heritage Oaks Golf Course. Discussion was held
regarding commission members role and the intended outcome from the special meeting.
Sandy Bopp made a motion to turn decisions regarding the golf course over to Luanne
Santangelo, Director, and not make a recommendation at this time. The motion was not
seconded, and the motion failed.
MuAwia DaMes made a motion that PRAC recommends, based on the best interest of the
citizens, that the golf course be paused for one-year time and opened to the general public
thereby reducing expenditures during the pandemic while keeping full time staff. The
motion was seconded by Obie Hill.

Commission
MuAwia DaMes made a motion that PRAC recommends, based on the best interest of the
citizens, that the golf course be paused for one-year time and opened to the general public
thereby reducing expenditures during the pandemic while keeping full time staff. The
motion was seconded by Obie Hill.
The motion carried with the following vote:
Yes: 4- Dames, Bopp, Logan and School Board Member Hill
No: 3- Chairperson Gibson, Martonik and Ebersold
Abstain: 1- Council Member Reed
4. Adjournment
The meeting was adjourned at 4:50 p.m.
