City Hall City of Harrisonburg 409 South Main Street Harrisonburg, VA 22801 Meeting Minutes - Final Parks and Recreation Advisory Commission Monday, May 18, 2020 3:00 PM Council Chambers 1. Call To Order A meeting of Harrisonburg Parks & Recreation Advisory Commission was held on Monday, May 18, 2020 at 3 p.m. via GoToMeeting. Kevin Gibson called the meeting to order with the following commission members present: Sandra Bopp, Chance Ebersold, MuAwia DaMes, Obie Hill, James Logan, and Deanna Reed. Present from Parks and Recreation: Gin Chandler and Luanne Santangelo. I. Welcome - Kevin Gibson welcomed everyone and called the meeting to order at 3:00 p.m. II. April Special Meeting Minutes - Sandra Bopp made a motion to approve the minutes from April 27, 2020. James Logan seconded the motion. All members voted in favor of approving the April 27, 2020 minutes. III. Board Communication - Information is coming, and Chris Brown, City Attorney, will a part of that discussion. IV. Heritage Oaks Golf Course - A revised budget for Heritage Oaks Golf Course was present to City Council. The budget was reduced for FY21 of $468,162 compared to the FY20 budget. The reduction focused on not reducing the quality of the course and the customer experience and ensuring the integrity of the golf course. Discussion was held regarding refunds due to closure and tracking information pertaining to the users of the course. Discussion was held questioning the role of the Parks & Recreation Advisory Commission. V. Director’s Report - a. Purcell Park Master Plan will be presented at the June 15th meeting. Presentation will take approximately 45 minutes to 1 hour. b. Pickleball courts are 90% complete and should be completed in a couple weeks. c. Dog Park renovations are in progress. d. Westover Park/CAC entrance is getting a makeover. e. Reopening of facilities will be communicated to Advisory members. VI. Event Attendance/Advocacy Opportunities - a. Nothing is on the calendar currently. b. Parks & Rec is exploring virtual programming and will share on Facebook page. c. Discussion was held regarding facility usage fees and usage for outside organizations. Brian Mancini had presented this information in a prior Commission meeting. Obie Hill seconded the motion. The meeting was adjourned at 4:31 p.m. 2. Approval of Minutes Minutes from the April 27, 2020 Parks and Recreation Advisory Commission 3. Adjournment In accordance with the Emergency Ordinance to effectuate temporary changes in certain deadlines and to modify public meeting and public hearing practices and procedures to address continuity of operations associated with pandemic disaster, adopted on April 6, 2020, the public will not be able to physically attend the Parks and Recreation Advisory Commission meeting.
