1. Call To Order
A meeting of Harrisonburg Parks & Recreation Advisory Commission was held on
Monday, June 15, 2020 at 7 p.m. via GoToMeeting. Kevin Gibson called the meeting
to
order with the following commission members present: Sandra Bopp, MuAwia
DaMes,
Kevin Gibson, Obie Hill, James Logan, Daniel Martonik and Mayor Deanna Reed.
Present from Parks and Recreation: Gin Chandler, Erik Dart and Luanne Santangelo.
I. Welcome - Kevin Gibson welcomed everyone and called the meeting to order
at 7:00 p.m.
II. May Meeting Minutes - MuAwia DaMes made a motion to approve the
minutes from May 18, 2020. James Logan seconded the motion. All
members voted in favor of approving the May 18, 2020 minutes.
III. Parks & Recreation Advisory Commission Role - Chris Brown, City Attorney,
discussed the role of the Advisory Commission. Chris Brown provided the
history of establishing the commission and the appointment of members. The
role is more of an advisory and less of a day-to-day operation. Luanne
Santangelo brought the redrafted ordinance to the City Manager’s Office, and
City Council approved the ordinance. The Advisory Commission is a
volunteer advisory group. The chain of command for Parks and Recreation is
the Director answers to the City Manager, and the City Manager answers to
the City Council. The Director submits the department’s budget to the City
Manager, and the City Manager submits the budget to City Council. The
budget is considered a working budget and is not made public until it is
presented to City Council. It is the role of the Advisory Commission to share
needs and future, long-range plans for the budget, but the Advisory
Commission is not involved in the decisions of line-by-line budgeting. A
meeting is considered public when two or more members meet to discuss an
item. PRAC does not have to publish an announcement for a public hearing.
IV. Director’s Report -
a. Heritage Oaks Golf Course has reopened from being closed due to
COVID-19. The course is open from 8 a.m. - 7 p.m. with carts being due
back at 7 p.m. The golf course is open to the community for walking and
biking before 8 a.m. and after 8 p.m.
b. Westover Pool has reopened from being closed due to COVID-19. The
hours of operation are M-F 7 a.m. - 4 p.m. Lane reservations are

required.
c. Pickleball courts will be ready in 1-2 weeks and a virtual ribbon cutting
ceremony will be held.
d. Smithland field renovations are completed. The renovations consisted of
leveling the fields, irrigation and seeding.
e. Virtual programming is available. Please see the Parks and Recreation
Facebook for available virtual programming.
f. Rivenrock is still closed due to maintenance staffing shortage and lack of
handwashing stations.
g. Capital Improvement Plan - memo will be sent out in July and requests
are due back in September.
V. Event Attendance/Advocacy Opportunities -
a. All events have been cancelled at this time.
b. Breast Cancer Run is scheduled for October.
VI. There is no PRAC meeting in July. The August meeting will be held on the
17th and will aim for in-person.
VII. Adjourn - The meeting was adjourned at 8:29 p.m.

In accordance with the Emergency Ordinance to effectuate temporary changes in certain
deadlines and to modify public meeting and public hearing practices and procedures to
address continuity of operations associated with pandemic disaster, adopted on April 6,
2020, the public will not be able to physically attend the Parks and Recreation Advisory
Commission meeting.
Comments can be made in advance by emailing:
