City Hall City of Harrisonburg 409 South Main Street Harrisonburg, VA 22801 Meeting Minutes - Final Parks and Recreation Advisory Commission Monday, August 17, 2020 7:00 PM Council Chambers 1. Call To Order A meeting of Harrisonburg Parks & Recreation Advisory Commission was held on Monday, August 17, 2020 at 7 p.m. via GoToMeeting. Kevin Gibson called the meeting to order with the following commission members present: Sandra Bopp, MuAwia DaMes, Chance Ebersold, Kevin Gibson, Obie Hill, James Logan, and Mayor Deanna Reed. Present from Parks and Recreation: Gin Chandler and Luanne Santangelo. I. Welcome - Kevin Gibson welcomed everyone and called the meeting to order at 7:00 p.m. II. June Meeting Minutes - Obie Hill requested a clarification and amendment of the June minutes in Section III. That the minutes of the June 15th meeting be accepted as a true and correct record with the following amendment: Section III under “June Meeting Minutes” - Change “A meeting is considered public when two or more members meet to discuss an item” to “A meeting is considered public when at least three members of a public body or a quorum if it is less than three members whether or not a vote is taken.” James Logan made a motion to approve the minutes from June 15, 2020. Mayor Reed seconded the motion. All members voted in favor of approving the June 15, 2020 minutes. III. Purcell Park Master Plan Presentation - LSG Landscape Architecture presented the Purcell Park Master Plan. Review of the Master Plan process, which started in June 2019, and the community outreach process was discussed. A site analysis was given along with programming and Master Plan concepts. The Master Plan consisted of 3 Phases and highlighted the design options available and the focus areas. The priority of the Master Plan is the redesign of Kid’s Castle, and Kid’s Castle in the Capital Improvements Plan and will remain included until funding is available. Phases and improvements are submitted in the Capital Improvement Plan over multiple fiscal years, and grant funding is researched. Parks and Recreation accounted for 1% of the City’s budget. Next step is the presentation of Purcell Park Master Plan to City Council. Obie Hill made a motion to accept the Master Plan as presented. James Logan seconded the motion. All members voted in favor of approving the Purcell Park Master Plan. IV. Director’s Report - Luanne Santangelo provided a written report to Advisory City of Harrisonburg Page 1 Printed on 1/11/2022 Parks and Recreation Advisory Meeting Minutes - Final August 17, 2020 Commission Commission members. Additional information since the written report was distributed included accepting reservations for the fitness center at CAC and Simms. Renovations have been made to the CAC fitness center to allow for proper distancing as called for in the guidelines. V. Event Attendance/Advocacy Opportunities - a. The Race to Beat Breast Cancer Run will be a virtual run and is scheduled in October. VI. General Public Comments - Comments were not received. VII. Next PRAC Meeting - September 21st . VIII.
